OvR Mission To PaRracvay.—General McMahon, out recently-appointed Minister to the Republic of Paraguay, wili depart for his post of duty om the 23d of August. It will pe remembered that Mr. Washburne, General McMahon's predecessor, was obstructed sev- eral months im his journey to Asuncion. the capital of Paraguay, by the allied forces be- Sieging that heroic little Republic: and it was not until oar Government threatened to sus- pend diplomatic relations with the allies that tbey suffered Mr. Washburne to proceed up the river. The reasons for this obstinacy on the part of Brazil are 3 determination to crush aud absorb Paraguay, and to avert the moral support to that Republic which the presence ot & Minister of the United States st Asuncion would afford. Ne one of the European Powers have a diplomatic representative in Paragniy, | their sympathies and intluence being in favor of monarchical Brazil, and the latver foresaw the encouragement which Mr. Washbarne’s ultimate arrival at Asuncion gave to the Pa- Taguayans. Similar difficulties are apprehend- ed im General McMahon's passage up the Tiver, and steps have been taken to prevent in & decided manner a repetition of the remarka- bie proceedings which so long impeded Mr. Washburne in his progress to Asuncion. Tux Free YesteRpay.—A great deal of cen- sure is being bestowed upon the new Fire De- partment and new Fire Alarm Telegraph corps for alleged biundering and incompetency at late fires; and especially at that at Raub’s soap factory yesterday. Doubtless some of this tault-finding may be well grounded; but in bebalt of thenew Fire Department, it may be sard that itis doing the best it can under the circumstances, of its hasty organization upon the peremptory resignation of the old force. From the inflamable nature of the material on Mr. Rawb’s premises, it is doubtful if the establishment could have been saved under the most favorable circumstances; but there seems to have been censurable delay in striking the alarm. We think « great mistake Was made in removing the recent Fire Alarm Telezraph corps. The duties of that position Tequire traimipg and experience, and politics should have nothing todo with removals or Sppoimtments in it. We hear that the new Sa- perintendent has now made such arrange. ments a8 will secure the satisfactory working of the Fire Alarm, and sincerely trust that such may be the case. RECONSTRUCTING RECONSTRUCTION.—Jas. 1. Urr, im his recent valedictory message as Governor of South Carolina, takes stron; srounds against the folly of atempting to re- verse the prevailing policy of reconstruction, And shows the futility ofall efforts to deprive the freedmen ofthe right of suffrage. He coun- sels submission to the existing order of things, end advises the South to make the best cf it. For twenty years Gov. Orr was a leadmg Democratic statesman in bis section of the Union. Fora long period he was one of the Most distinguished members ot the House of Representatives, and ultimately Speaker of that body. He went into the revellion with a geod deal of reluctance: but once in he stood among its conspicuous champions, was 3 Sen- stor from South Carolina im the Confederate Congress, and remained faithful to its cause tll the final castastropbe. He was slways es- teemed a skillful politician and a wise coun- sellor, andere the rebellion broke out had great influence with the Northern Democracy. ‘The opinions ofsach a man in the present crisis are entitled to great weight. Tre Mississirri Etection.—We uuder- stand that Mississippi Republicans row in town are strongly urging that measures should be taken tothrow out the votes of five coun- ties im that State im which they allege it can be shewn beyond doubt that the grossest frauds ‘were practised. Throwing out these frandu- Jent votes they say the Constitution will be carried by about 1,500 majority; and the State Government can theg be @rganized m a way to afford needed protection and foot-hold to Union men. They bave a large mass of evi- dence to show frauds and ontrages practised to carry the election im the rebel interest, and this evidence they will present to the attention of Congress at once, im order that action may be taken prior to adjournment. Seymour's « Cavrver.”—Already there are quarrels as to who shall belong to Seymour's Cabinet. The Democrats probably think they might as well discuss this question during the summer, as there will be no necessity for dis- cussing it m November. The Indianapol Heraid insists that Pendleton and Hendrieks Should both go into the Cabinet. The Tam- many organ, the New York World, disposes ot the claims of these two gentlemen im the fol- jowing manner. “Mr. Pendleton, we presume, will be offered the Treasury Deparment; this would be fit 2nd proper. But Gov. Seymour would owe TAR. | WILLIAM H. Through his foresight, tactand pinck, the nomination was conterred upon our distinguished fellow-citi- zen. His appointment as Secretary of State would | beextremely popular in the West and in the South, and would be hailed with enthusiasm by positive Demoerats all over thecountry. It ‘would be no objection to his selection that this ‘would place in the Cabinet two members from one Niate, This bas been done before: andeven now New York bas two representatives in the Cabmet.
