He directs the police to promptly arrest every offender. ‘We trust that Superintendent Richards will promptly issue a similar notice in this city for the public peace and security. Our exchanges cenerally are denouncing the dangerous prac- tices indulged im so recklessly by Young America on “the Fourth,” and which occasion the National holiday to be looked tor with fear snd trembling by all quiet people. GRANT.—Mr. Biaime, of Maine, on Saturday very vigorously repelled the allegation of Gtovernor Seymour, 1p bis Cooper Lastitute speech, that $80,000,000 bad been expended in sapport of the army and navy since the close of the war. Mr, Blaine explained that immediately after Lee's sur- render a million of soldiers and fifty thousand sailors had to be mustered out, and money had to be provided at once for their back pay, their bounties. and their prize money, and for these objects $625,00,000 Were expended as soon as the accounts could be settled, after the final \ictory of Grant, and all within a period of one hundred and fifty days. Mr Blaine asked if (Giovernor Seymour and his friends objected to this payment of the honorary debt of the re. public to the men who risked their lives to save the lif of the nation. Mr. Blaine further stated that, according to Governor Seymour's own figures, only $175,000,000 had been expended in three years for the current and legitimate expenses of both army and BAYS, OF 55,000,000 per aunum for both branches of the service—a far less sum per regunent for the army than was expended for ‘he same service ia Buchanan’s administration, and Buchanan's expenditures were in gold, While present disbursements were in paper. General Grant has aiso directed that the municipal and parish officers recently elected shall be placed in office upon taking the oath prescribed by the new Consti- tution The Irish Church Suspensory Bill has reached the House of Lords, and is now the sil-absorbing question in that branch of the British Parliament. No similar excitement bas been witnessed since the passage of the first Reform bill—certainly not since the Peel stant t Maynooth College im 1845. The tory lords seem ss unteachable as ever. It is not impossible that the bill may be thrown out by tbe Lords; but if thrown out it will only be to come back im still more offensive form.
