On Monday, the members of the Bricklayers’ ‘Union ot New York entered ona strike. The men are endeavoring to enforce the siatute passed by the New York Legisiature of 1857, nd, in compliance with its provisions, demand that eight bours shail constitate a day's work, ‘agreeing to receive four dollars and a half therefor On the other hand, the master ma- sons of New York Rave determined to resist the demand of the Bricklayers’ Union, and ‘have issued an address to the public in justifi- cation of their course. From the statements of oth sides, the following facts may be sifte i: There are about 2,800 bricklayers in New York, the greater portion whom belong to the Union; the present rate of wages ts $5 per day for ten hours; the rate demanded is four dollars and a bali per day for eight hours. In addition to this demand, there is also a dispute about apprentices. The Union demands that no master mason shall have more than two ap- Prentices, and those of & specified age. The ‘Union also demands that no master mason shall 4abor on the building om which he is employ- ing men, unless he us himself a member of the Union. The master masons, in their address, compiam that whereas men used formerly to lay two thousand bricks per day, they now think one thousand a day's work, and that for half the work they demand much higher pay. Both parties seem determined to hold out tothe Isst. There are now, it 1s stated, about one thousand buildings in process of ‘erection in New York, snd the ground is broken for about half as many more. Under these cir- cumstances any protracted delay in settling the dispute will cause much loss to the workmen besides the loss of large amounts of money among the builders and the capi- tahsts who bsave loaned them money. The news of the passage of the eight-hour law by the United States Senate was the occasion of much congratulation om the part of the masons and bricklayers of New York, who are On & strike for the enforcement of that princi- ple there. The boss masons, however, did not see the matter in the same light, and they ac- cordingly Beld another meeting at 51 Liberty street, to protect their interests im the premi- ses. The speeches were all strong against complying with the demands made upon them. The strike, it was said, by suspending work, ‘Was injuring certain classes of mechanics— the carpenters especially—quite as much as the master masons. Resolutions were adopted calling for a general meetung of employers in every branch of trade connected with the buiid- ing interest, to agree upon some plan for se- curing ten hours® labor among mechanics in that city and neighborbood. Editors of the public journals were also requested to lend their influence in the same direction. Prop- erty Owners were asked to grant an extension of time on all unfinished buildings on which work is suspended. The New York papers are divided in opin- ion upon the merits of the contest. The Times takes strong grounds against the strikers, and says “The men demand a reduction of twenty per cent off their period of labor, while willing to submit to only a ten per cent. reductionof pay, and the result is st and si mat a season when tbis branch of industry ought be Most active. A bargain so anomalous cannot be endured. It would bring disaster upon the pe ye and it will undoubtedly bring loss and suffering upon the class by whom it is urged. ‘The Sum, on the contrary, thinks the brick- Isyers have the right to fix the priceon what they bave to sell, namely their strength and skill. ——$—$—— The Baitimore City Council in joint conven- Gon last night took up the charges of “gross and paipable indiscretions” brought by the Committee of Lnvestigation cnet City Register Barnes. Several hours were spent with closed doors, in a discussion of the report of the committee, and the Convention did not adjourn until one o'clock this morning. The preamble reported by the committee was adopted, but for the resolution of censure reported by the committee the following was substituted: “Resolved, That the Register of the tity of Balumore act d inprudently by having thing to do with the a or ldcpecitions of tthe Western a Railroaa; that speculation «sno duty, and that to connect it a = maoner whatever therewith must prove subversive of its fiduciary char. acter, and utterly destructive of every hope which the people repose in that depar:ment." gate ctr endeared Dept ov TuE Orry.—It is the intention of Mayor Bowen to apply to Congress to pass a iaw to authorize the corporation to issue bonds to be used in payment of the indebtedness of our city government. This debt is said to be over nime hundred thousand dollars. To guarantee the credit of those bonds it is proposed to apply the first revenues received from taxation to the payment of the interest upon these securities. The Mayor proposes to ask this legislation at once, m order that the numerous creditors of the city may receive speedy relief. This meas. ure is 4 necessity, in order that the Mayor may ‘be relieved from the pressure of these creditors, Snd thus be enabled to devote much more time to the needed improvements of the city in all departments. ——____ The married women’s property bill passed a second reading in the English House of Com- mons, on June ith, after a discussion.in which Mr. Shaw Lefevre and Mr. John Stuart Mill foreibly advocated the principles of the pro- posed measure of relief for married woman, which resembles our statutes on the subject. ‘The Attorney General, though opposing the bul, admitted the necessity of a Temedy for the ‘hardships complained of, and confessed read- dness to yote for a law not quite so sweeptug in ats character. When the vote was taken, the House of Commons was found to be equally divided, when the Speaker yoted aye, in ac- cordance with an eld rule of Parliament in such eases. es Tax WeekLY Star, now on our counter for sole and in wrappers ready for the mails, con- tains the President's Message vetoing the bills for admission of seven of the southern States ‘ representation in Congress, with their pas. sage over the veto: the lotus of of the two wings of the City Councils: e of Senator Henderson—full at; the Public ~~ Examinations; « Twenty-four ‘y; the Lage = aa Stritte in New York: Society News; Political News; Wash. ington News and Gossip; the Courts; tue Work- ing People: Useful Items of Domestic Econ- omy; Humorous Sketches; with rtmental, and Local News; Agricultural and Housekeep- ing Miscellany; and the Iatest Telegraphic Bisparches from all parts of the world. —<——<—$ Fornios News.—The statue of Luther, erect- ed at Worms in ee, af rye mation, was ed yesterday. = Reprone a Co i Ro eteg] 2 Prince were pres- le from all 5 og ‘were red when the statue was un- veiled, ands hymn was afterw: sung =a zeveral hence my voices. r. _— meth; Capen ‘Abyssinia, and one of those 80 Tong held wity be Xi — Theodorus, has arti aries is in Eo 4 aD. met with a pub- ie spereten.
