The Catholic clergy of this country have long been laboring to institate a reform im this matter, and the necessity for itis ow being warmly urzed in other quarters. The hoped is expressed that the good old tashiom ot walking to the grave may be rein- stated wherever it can be done. In our large cities, where burying within city limits is no Jonger possible, carriages are well nigh iudis- pensable. But wherever the cemetery is with- 4n walking distance, the old fashion, so re- spectful and becoming, ought to be adopted as the rule. Funeral expenses bave of iate, be- come fearfully large; and the cost ef from six totem cartimges, is one very material stem. in | It is most desirable, also, tha; | the account. there should be a reduction, in other direc- tions, such as in respect to coffins, and the dress | ‘and ornaments of the dead, on which hundreds of dollars are now, not unfrequently, lavished, to moulder in the grave; and in costly mourn- ing, which many who can ill afford it, now feel obliged to adopt that they may not be counted | singular. ‘There should be some two or three places selected im every ward where coal ashes, yard | rubbish, cleanings of cellars. &c., now depos- | ited im the streets, may be dumped. These deposiaries should be designated by the City | Surveyor at points under the grade and need- ing to be filled. The corporation law now per- mits coal ashes to be deposited im rats and holes im the streets, under the mistaken notion | that such filling serves to mend the streets. The contrary ws the fact: the coal ashes form a oft mush im wet weather, and in windy | ‘weather fill the aur with clouds of choking dust of th most disagreeable kind. ‘The Indianopolis Journal, of Monday, says Senator Morton and family will leave Wash- ing for that city during this week. The health of the Senator bas been failing for seme weeks 4 his pbysician demands that he shall leave the Capitol and seek rest and recreation. He walks better than he did last fall, but his right eye 1s singularly affected, and a part ofthe time he has what is termed “double vision.” After a brief visit to his triends at home be will go to Catherines, Canada, for treatment, and will remain there during the Wsrm weather. The corporal punishment question is still Agitated in our exchanges. and the opponents of the system seem to be making headway. In New York, where they have been thrashing school children at the rate of 20.00) flozgings a year, the practice of moral suasion as a substi- tute has been tried with good effect in several ofthe schools. Plutarch says whoever strikes 3 <bild degrades himself and the child also The Democrats of the Second Congressional Cbarles O'Neill, Republican, yesterday paid | Col. Florence, of the Constitutional Union, the compliment of a nomination. As the district is Republican by some 2,000 majority, we are afraid our handsome neighbor will hardly win. ‘The Board of School Commissioners of Balt- imore by a vote of fourteen to four, adopted the regulation that none but white teachers should be employed in the colored schools. Messrs. Wentz, Johnson, Bantz and Watkins voted against it. The Richmond Ezominer says in speaking oy ‘Ways to control the colored vote of the South. “Our plan is a simple one, “Employment and ko vote. or -Vote for the Constitution and starve.’ Let the negroes take their choice.”* The New York World seems rather non- plussed for am opening for a direct assault upon General Grant, and resorts toan inge- nious but slightly indirect mode of warfare by ® furious tirade against tobacco smoking and smokers. ‘The “Districts” are known as “Counties” in other States. The term bas been changed to counties im the Re- construction Constitution. Mrs. Abraham Lincoln and her little son «Taddie* wlll sail for Europe in a short time, Scotland. Conclusion of Yesterday's Preceedings. Sex atE.— Yesterday, after our report closed— Messrs. McDonald and Hic, the S-natore elect, from Arkansas, were sworn in The legisiat ve, executive and judicial appros priation Dill was tne 5 jestion being on the motion of Sumuer to strike out the amendment reported by theQom mittee to strike out the appropriation for the Secon 1 Assistant Secretary of State, the examiner of claims, and clerk io the examiner. ‘Mr. Sumner expressed humeelf as being will- ing to leave the question of the clerks of statis- tics in the bands of the Semale, bat desired to speak in bebalf of the examiner ef claims, a — worthy, apatenen officer. Mr. Hendricks expressed his disbelief in the necessity for such an officer. Mr. Sumner intimated that Mr. Hendricks knew nothing about the matter. r. Hendricks would like to kmow what the — from Massachusetts aad about it, and asked him what proof he had of the value bj the services of this officer. Mr. Sumner said he had for more than two years in vestigated this subject. Mr. Conkling had understood that an emi- nent lawyer of Mr. Sumner’s own city (Bos- ton) had come to this city and done most of the work of preparing the Alabama claims. The Senator might cover up this thing in as many | stately phases as he he could not convince bim (Mr. C.) that ‘there was any ne- cessity for this exammer. Mr. Howe said the Senator from Massachu- setts was generally able to tell anything or everything that he knew, but be bad as yet | fauled to teil bim (Mr. Howe) any reason for the retention of this examiner. Mr. Fessenden said the Secretary of State | was a laborious man, and when he told him (Mr. F.) that he needed the assistance of this | examiner be had voted to give him the officer, | and he should vote to continue the office. | Mr. Sumner said he had seen Mr. Seward this morning, and Mr. Seward bad expressed bimself very strongly on this subject, and had given it as bis opinion that it was necessary to have this officer in order to properly carry on | the business of the Department of State. Mr. Conkling bad been visited this morning by a person in the employ of the State Depart- ment, who was now within the reach of his | voice, and thi person had informed him that the adoption of this amendment of the commit- | tee would merely put an end to the tenure of office of an individual who now did nothing but draw his salary, while an underpaid clerk | 1m the Department did ail the work without re- ceiving any pay therefor: and the Senator frem | Massachuseets got up here and asserted that | this officer was a necessity. | | Mr. Sumner said the Senator from New York bad a passion for misunderstanding—at least | him, and bis manner of expressing himself was Peculiar, being imported from the House epresentatives, and which they were rather polepeasiomene to in this body. | _ The amendment of Mr. Sumner was then agreed to, so that the offices of Second Assistant |= Secretary of State and Examiner of Claims are | contmued. ‘The next amendment reported by the Com- mittee was to increase the clerks of class four, in the office of Secretary of the Treasury from five toeleven: the clerks of class three, from eleven to twelve, and the clerks of class two, from six to fourteen, and the clerks of class ‘one, from six to fifteen; which w: to. On motion of Mr. Sherman. $9,000 was ap- | Bropriated for temporary clerks in the office of | First Comptroller of the Treasury . | | The Committee reported in tavor of five ad- ditional clerks of class four. in the office of the Second Comptroller of the Treasury, six addi- tional clerks of cinss three, thirteen additional clerks of class two, fifteen additional clerks of class one, and twelve copyists; which was agreed to. | ‘The Committee reported to increase the sp propriation for detecting and bringing to tri Tsons guilty of violating the internal van jaws from one totwo hundred thousand dol- Jars: which was agreed to. A large number of other amendments, re- ported by the Committee. were agreed to, and | the Senate went into executive session, and then adjourned. | Hovem—Yesterday, after our report closed, the House being in Committee of the Whole on the special tax bill— The question was taken on the amendments, and all were rejected, except the one striking out 6 cents and fixing the tax at 50 cents; which was agreed to by a vote of $7 to 37. The second section of the bill was passed without material amendment. Mr. Allisoa then offered an amendment to prohibit the use of alcohol inany mauntacture except such as was made ata legalized distil- lery. Agreed to. Section four was passed without amendment. The bill was read on down to and including the ninth section without amendment Section ten excited a good deal of discussion. It provides that no rectitying establishment shall be within 600 feet of any distillery: and Whenever. at the time of the passage of thi Sct. these establishments shall be within th: distance of each other, the party having least amount imy:sted shall discontinue his business. Mr. Butler, Mr. Prayn, and cthers charged that this would operate unfairly upon the small operators; and Mr. Butler offered an amendment, that when any such distillery is | discontinued the larger manufacturer. who is benefited by such discontinuance, shali, before obtaining his license, pay the party discon- tinuing & proper amount to satisfy him for loss | by such discontinua | “This amendment was withdrawn after dis- | cusion, Mr. Schenck offering an amendment to | obviate the simculty complained of, by pro- | viding that license shaél not be granted to any | one or two distilleries within six hundred feet of each other: and the latter amendment was agreed to. Pending forther corsideration of the bill, tha committee rose, and the Mouse (at 10:25 p.m.) adjourned.
