The amendment of Mr. Hendricks was then rejected, and the amendment of the Committee t was 0, The committee next reported to strike out the Appropriation for a short-hand writer, clerk of —— and two other clerks for the Presi- i. Mr. Sherman asked for an explanation to this amendment. Mr. Morrill, of Maine, replied that the ofi- cers named had been added to the staff of the President in 1386, when the applicants for par- den were overrunning the Executive Mansior.: but that necessity was now removed. des: these the President had two clerks, which he (Mr. M.) thought sufficient, as the President had also, in addition, detailed an officer of the army (Col. Moore) to act as his private secre- tary. Mr Sherman asked under what authority the President bad detailed an officer of the army for such purpose. Mr. Morrill did not know. Mr. Dixon thought this was discriminating improperly against the President. Taere were several clerks to committees of this body re- ceiving $1,900 per annum, who had nothing whatever to do. Sve Sith the Conservatives. ini The next amendment of importance reported by the committee was to repeal the act of August 15, 1556, requ bers regulations of commerce to be li nually before Congress; and also to repeal the second section of the act of July 25, 1866, making appropriations for the cousular and diplomatic expenses of the Goy- ernment. Mr. Sumner opposed the amendment under mstructions, as he said, from the Committee on | Foreign Relations. The first clause abolishes the office of Super- imtendent of Statistics with a sal: of $2,000; under existing laws our consuls ai were reqSired to forward te the Department of State certain commercial information to be comma- nicated to Congress, and if this office was dis- pensed with there would be no means of ascer- taining the information. The second clause of the amendment abol- ished the office of Second Assistant Secretary of State and Examuner of Claims. Mr. Hunter, the Assistant Secretary of State, had been in the artment tor forty years, and Mr. Smith, the Examiner, was an efficient and capable officer. He hoped these efficient officers would not be dispensed with, and therefore moved to strike out ihe second clause of the amendment. Messrs. Johnson and Fessenden bore testi- mony to the services of Messrs. Smith and Hunier. Mr. F. thought the office of Second Assistant Secretary should be made a perma. nent one. Mr. Conkling thought the Committee on Ap- ropriations might as well cease recommend- ng reductions of expenditure. At 4:10 p. m., at the suggestion of Mr. Trum- bull, the pending bill was laid over informally, and the bill for the admission ot Arkansas, as returned by the President with his yeto, was taken up. Mr. Davis proceeded to argne against the constitutionality of the bill, and after review. ing the course of Congress, said he was gratified to believe that the terrible rule of Radicalism was rapidly drawing to a close. The question was then taken, and the bill was passed by the constitutional two-thirds vote, as follows: Ayes—Messrs, Chandler, Cole. Conkling, Con- ness, Corbett, Cragin, Edmunds, Ferry, Fes- senden, Harlan, Howard, Morgan, Mornill of Vermont, Nye, Patterson of N. H., Pomeroy, sey, Ross, Sherman, Sprague, Stewart, Sumuer, Thayer, Tipton, Trambull. Van Win- kle, Wade, Willey, Wilson. Yates—30 Nays—Messrs. ‘ard, Davis, Doolittle, Hen- dricks, McUreery, Patterson of enn., Sauls- bury—?. Mir. Howe announced that he and Mr. Mor- rill, of Maine, bad paired with Mr. Dixon, who had gone home from indisposition. ‘The Senate then, at 5 p. m., adjourned. Hovsz.— Yesterday, after our report closed— Debate was continued on the Kentucky con- tested election case at considerable length, at the close of which the question was taken upon the several resolutions—the first question being Upon agreeing to the resolution of the minority the committee, that John D. Young was duly elected and is entitled to his seat. ‘The reselution was rejected—yeas 30, nays 91: 8 strict party vote. The resolution declaring Mr. McKee entitled to is seat was then agreed to, by a vote of G2 to 43. Mr. McKee then advanced to the Clerk's desk and was sworn in, Mr. Banks remarking, “What State does the gentleman represent!” Tir. Garfield (Ohio) offered a resolution au- thorizing the Secretary ot War to sell all dam- aged ordnance stores that cannot be used by the regular army or the militia. Passed. Mr. Schenck called up the special order, which was the amended tax bill. Pending a motion to go into Committee of the Whole, the Speaker said he desired to state to the House the effect of the order adopted whea the tax bill was recommitted a week . The operation of the bill was that all other business must give way to it, and even the morning hour must be dispensed with, and after the reading of the journal if any member de- manded the regular order it must be taken up at once. There was business, however, that could intervene, as, for instance, privileged motions relating to admission of members, from the President of the United States and from the Senate, and reports of Commuttee on Enrolled Bills. The Honse them resolved itself into Com- = of the Whole, Mr. Blaine (Me.) in the ebsir. Mr. Schenck proceeded to explain the bill, and said the commuttee had, as far as possible, followed out the order of the House, or rather the two orders; for while the resolution ot Monday last directed the committee to repert only such subjects as related to distilled spirits and tobacco, it was followed afterwards by a resolution directing an inquiry into other matters. He regretted that the committee had been compelled to report such a piece-meal bill as this;and while be did not wish to refer to old matters, he desired tosay that the House had not gain much by recommitting this bill. Mr. Schenck explained a system of stamps that had been ided upon by the committee, and which, he believed, would prevent fraud. Mr. Boutwell asked if it would not be well to report an amendment, relieving, to some extent, the tax paid on whiskey now out of bond. Mr. Schenck said the fact must be taken into consideration that there was very little honest tax paid on whiskey now in the country and not accounted for. The first section of the bill was then read, and Mr. Van Wyck (N. Y.) moved to make the tax on whiskey 50 cents instead of 60 cents. Pending that motion, the committee rose, and the Speaker resumed the chair.
