There is 3 bill now before one of the District Committees well caiculated, it seems to us, to correct this evil, and we trust it may receive the thoughful consideration of | Congress. This measure proposes to put these petty offenders at worlrovtside the jail walls, giving them some small sum for their labors 4s encouragement for good behavior, and | which will serve to make a little start for | ‘bem when their time of service has | expired. They may, it is held, be employed to great advantage by the | Goverment in keeping the channel of the Eastern Braaeb, up to the Navy Yard, thor- oughly dredged; and the sediment raised by | the dredgers can be used most serviceably in | filling up the marshy grounds adjoining the | Navy Yard and the city proper. The channel to the Navy Yard is now crooked and narrow, and the need that it should be improved has Jong been felt. By employing convict labor in the way suggested, the work could be done al- | most without cost, on a scale Of thoroughness | such as could not be hoped for through any other agemey. At the same time the health of that portion of the city would be greatly im- proved by filling up the adjacent marshes, as itlustrated by the greatly improved samitary condition of Arsenal Point since the dredging of James’ Creek, and the filling up of the adja. | cent low grounds with the sediment. There are | ro less than sixty squares of marshy ground om the Anacostia, within the city limits, that | could with very little labor be redeemed and made valuable land. The experiment of employing convict labor in such work, we may say here, has been suc- cessfully tried in the vicinity of Uork, Lre- land, where 147 acres of Iand have been re. | claimed at @ trifling expense, The experi- nent was found, also, to work so advantage- ously im reclaiming the criminals and giving them habits of industry under the incentive of some small pay for good service and geod be- havor, that they did not require even to be guarded. The convicts used im our waters could be quartered im some condemned vessel, used as a prison sbip, anchored in the river: and a small guard only would be requisite. The Navy Department would, aoubtless, very readily turn over the Government dredging machine and scows, as the prisoners would not only perform all the dredging now carned on about the wharves, but carry out the more extensive | and much needed work of widening the chan- | nelasfardown the river as requisite. The | Bi cost of working the machirery would be very | litle more than the present jail expenses, as the member of guards at the jail couid of course be decreased. The present expenses | of rupning the jail ranges about $30,00) | annually. That amount of money judiciously spent im the way indicated would serve to im- prove the navigation and beaithfulness of the | city, and reform the criminals, giving them habits of industry and sobriety. When theim- | portant work of cleaning out the Government | channel to the Navy Yard has been accom- plished there would be a wide and useful field of labor im behalf of both the Gov- ermment and the city in improving the navigation of the Potomac opposite Washing- ton. All ourcbannels need improvement: and | especially in view of the increase of vessels of larger tonnage tban heretotore seeking access to. our waters. With thirty years the size of vessels trading here bas mcreased from 60 to 70 tous burthen to that of 350te 450 tons. At the same time that the size of vessels coming here | is increasing, our channels are contracting and <hallowing every year.
