It is one ‘that must beseriously entertained by the peo- ple of Washington as a contingency possible to bappen.and to be thoughtfully guarded against from this time forth. Not long ago we pointed | out the growing frequency of movements in this direction, and also their increased strength. A | resolution looking to the removal of the Capi- tal offered by 2 Missouri member lately re- erived sixty votes’ It has long been the Wes. tern ides that the Capital of the Nation should be m the Valley of the Mississippi. As | the West increases relatively over the East im population and wealth, year by year this | idea takes firmer hold in that section, and the public mind there is getting familiarized with itasaneventthat must happen at no distant day. Upon the present ratio of growth of the West they hold that in s few years their sec. tion, aided by the votes of those in other quar- ters of the country, who are from one cause or another dissatisfied with the present location of the seat of Government, can effect its Temoval. Here, then, is a positive growing Power, working steadily for the removal of the Capital, not to be slighted or overlooked. On what do we rely to oppose this move. ment? Mainly upon the $87,000,000 of Gov- ernment property here; upon the rivalry of ‘western cities for the National Capital neuiral- izing'the effort for its removal: upon historic associations prevailing to keep it where it is. But the western men have given these points study. They bave even calculated what it ‘Will cost to remove every stone of the Govern. ment buildings worth removing, and set them up again im the West. General Logan, we believe, estimates that the Government Property could be removed to the West for less tham ten millions of dollars. Other Western men figure ont that by selecting ‘nly the best materials of the present buiid- ings, the removal could be effected for five millions. They propose, for instance, to take only the mew wings and the iron dome of the Capitol, leaving the inferior material {Tumbling sandstone) of the old central por- tion of the building untouched. The White House would be left bebind, and a new build- ing erected for the Chief Magistrate of the Na- tion, at the new Capital, on a scale more in accoréance with national pride and credit, Western men say that it the expense of re moval stands in the way, that any one of the Ethet States of the West will readily assume the cost of getting the National Capital within its borders, in view of the prestige, and the ad. vantages arising from the large disbursements ©f public money. They smile at the idea that the jealousy of different Western cities con- testing for the Capital will stand in the way of ‘an object in the mterest of all the Great West. A Commission, they say, will settle all that, Historic associations they laugh at as having Any weight with the mercurial, change-loving American people im xeeping the Capital in its present locality. Quite certainly the Western men are in ear- mest im this thing; and the question again | arises how shall we oppose them in @ project that means ruin tous? Obviously, by making Washington city so attragtive as a place of Tesidence, its societ: congenial and agree. able, and the relations of the municipal gov- @rpmentso much in harmony with Congress that there shall be no motive for a removal. Qongress bas undisputed sovereignty over this District. It meets here for its own con- venience, not ours. Is it a wise or @ suicidal Policy that prom: the city, and its people, and every association about it, as un- Pleasant to Congress as possibie? What is Our present “City Hall muss” with its ed interim Mayor, squabbling Councils, and all the rest of the tom foolery, but an attempt to fy in the very teeth of Congressional legisistion ? Congress said gamistatably that U. 8. soldiers should not vote here: we say they shall, and like the earttiern pitchers fm contact with the iron ones, we not only get the worst of it but leave Congress in a state of irritation with us, any- thing but advantageous to our interests. OF ‘what advantage to us are all these miserable petty election squabbles in comparison with the great interests the city has at stake! Let us leave such child's play and address our- selves to the more serious business in band. Any form of municipal government that will take us out of the arena of politics and star; the city upon the path of progress will be wel- come. ‘The improvement of the City should be our text from this date. Washington could better afford to bave & debt of tea millions than to be im its presemtcondition.
