In view of appre- bended difficulty, Mayor Wallach had astrong | police force at all of theapproaches of the City Hall esrly in the morning, and was himself at the Mayor's office at 8 a.m. Lines of ropes Were stretched in frontof the City Hall. and | only the members of the Councils and repre- sentatives of the press were allowed to enter. Superintendent Richards was present with a large force, taking no part with one party or the other, but acting solely for the preservation ot the peace. The reports of the proceedings elsewhere will show that, amid scenes of great confusion, the Republicans and the Conserya- tryes each went through the forms of organizing in each Boerd of the City Councils. Mr. Bowen was sworn in as Mayor by the | Republican organization. Mayor Wallach de- clined to recognize this form of proceedings as legal, and refused to give up the keys and pa- pers of the Mayor's office. Mr. Bowen, acting under legal advice, had the doors of the office opened by ® locksmith, and effected an en- trance. He is now (3 p. m.) im peaceful posses- sion of the office. Affairs at the City Hall appear to bein rather & mixed condition, but the Republicans, in having possession of the Mayor's office, Regis- ter’s office, and other City Hall offices, and having effected an organization in both Boards | of the Councils that co-operates with the City Hall officials, would seem to have rather the advantage of their opponents. We suppose the courts will be appealed to by one side or the other to settle the question of the legality of the respective organizations of the two parties. With the excited feeling at the City Hall to-day, it is a matter of con- gratulation that by the excellent arrangements for the preservation of order any disturbance or breach i the peace was averted. CHURCH AND STATE IN ENGLAND. ‘The situation m England 1s peculiar and de- serving of special attention. For the first time since the earlier years of George the Third, the Ministry, im spite of a seTies of the most damag- ung defeats, continues to hold the reins of gov- | ernment. Nothing ofa precisely similar kind has ever been witnessed in the entire history of Parliamentary government in England. It has been the custom im that country since the goy- ernment began to be conducted by responsible | ministers, for the chief of the Cabinet, so soon Ss it became manifest that on any leading question he was in a hopeless minority, to see | his Sovereign and give place to the leader of the epposition. It has not only been the cus- tom, but it has been a point of honor which no leading stateman up to the present time has ever violated. Pitt, Wellington, Melbonrne, Russell, Peel, Palmerston, Derby, each in bis day by a voluntary resignation recognized the principle that the majority, not the minority, should rule the country. It was reserved for Mr. Disraeli to ignore this ancient custom. He threatens that in the event of a vote of a want of confidence being pass- ed be will appeal to the country. This is tbe whip which be holds over the members of the House of Commons. A general election would not establish him in his position: but it Would prove both an annoyance and an ex- pense to every member of the House. Itis provided im the new Reform act that whenever bills sumilar to that which has been passed for England shall have been passed for Scotland and Ireland, Parliament shall be dissolved and 2m appesl made to the new constituencies. The Scoteb and Lrish bills have not yet passed into law, consequently a dissolution of Parliament | and an appeal to the constituencies now would not obviate the necessity of another dissolution and another appeal to the constituencies early in 1868, A compromise, therefore, is the result. Mr. Gladstone permits Mr. Disraeli to hold office, and Mr. Disraeli does not object that Mr Gladstone should lead the House of Commons | ‘snd legisiate at will. Such is the situation and ch are the reasons why Mr. Disraeli, in spite of the adverse vote of Friday evening, continues to be Prime Minister of England. ‘That vote was referred to in our cable tele- grams of Saturday. The Protestant Estab- hished Church Appointments Suspensory bill was read and passed im commitzee. It is the object of the bill to prevent all further ap- Poutments to existing or possible vacancies in the Irish Church Establishment until the fate of such Establishment be fully determined by act of Parliament. It so happens that in Ire- land there are two other bodies besides the Church established by law which receive State aid. These are the Presbyterians and the Ro- man Catholics. The Presbyterians have en- joyed since the time of William III. a special gift from the Crown, hence called Rezium Yonem. The grant is not large—has never, im tact, exceeded seventy pounds to each Minister, and, of course, more than barely keep Presbyterianism alive. ‘The Roman Catholics bave, since 1815, received an annual graxt of thirty thousand pounds, generally called the Maynooth grant, It was moved as an amendment on Friday night, in the course of the debate on the Irish Church, tbat a similar suspensory bill be passed in regard to the Keyium Donum appointments, and also in regard to Maynooth College. The amendment was negatived and the original motion carmed by a large majority, amid the ringing cheers of the Gladstone liberals. The *Uspensory bill mow awaits the decision of the Lords. Such is the state of things up to the date of our Intest news, which leads thinking men irresistibly to the conclusion that the Irish Church movement is but the entering wedge which will ultimately break up the Church Eptablishment system m Great Britain.
