THE EVENING STAR. The Largest Cireulation in the District. CROSBY S. NOYES..... WASHINGTON CITY: SATURDAY, ..¢...----+-++++ JUNE 6, 1568, S7 READING MATTER ON EVERY PAGE. SEE OUTSIDE FOR INTERESTING TEL! GRAPHIC AND OTHER MATTER. {LAY REPRESENTATION. Two important questions were adjusted by the General Conference of the Methodist Epis- <opal Charek, in session for several weeks at Chicago. The “Mission Conferences,” organ- ized since 1860 in Confederate and disputed territory, were received imto full communion snd fellowship im the Church, and the advo- cates of lay delegation secured the adoption ot S report which gives the members of the denomination an opportunity to vote pro or cm om the question of having lay delegates senttothe General Conferences from the An- neal Conferences. This matter of lay delega- the Methodist body. As early as 18 at owas agitated, and resulted in a meeting of those favoring it m Baltimore im 1887, and te preparation of a memorial ‘Which asserted the right of representation w ‘the General Conference of 1588. That Confer- ence, however, denied the right, and claim for the ministry the same absolute power in matters of church polity as had previously deen exercised. A schism was the result, and the Methodist Protestant Church was organ- ized, having its main strength in the Border States. Though this withdrawal quieted dis- <ussion for some time, there was yet a strong teeling im favor of lay delegation, and it again asserted itself in the General Conference heli at Buffalo in 1560. The Chicago General Conference took hobi Of the matter and appointed a committee to prepare a report. This report provides that the annaal conferences shall each be entitled to send two laymen from their boundaries to par- ticipate im the proceedings of the General Con- ference. The members of the church can vote upon the question, and the result beiug made known by the Bishops at the next General Conference, that body can then decide whether or not to admit the delegates. A motion to srike out the word “male” from the resolu- | tion, specifying the qualifications of voters, was carried by a large majority, se that the temale members of the church are permitted to | vote om the question. As amended, the report ‘wae adopted by a vote of 234 to 3. Though this report does not by any means grant all the friends of the lay delegation ask for, they be- hheve that it will go far toward bringing abont 8 reunion between the parent Church and the Methodist Protestant offshoot, ‘Lov IsiaNa IN THE SENATE.—The approach- ing election of two United States Senators trom Louisiana, has long been an engrossing topic m that State, and is beginning to attract attention outside its limits. The contest, on the Republican side, seems to be between A. S. Mansfield, Thomas J. Durant, F. J. Herron, and W. P. Kellogg, with the chances largely in in tavor of the latter. Mr. Mansfield, who is reported to be very ‘wealthy, was engaged in cotton and other speculations during and since the war, and was regarded as a formidable competitor, by Teason of his great wealth and shrewd man- Sgrment, but be is now under a cloud on ac- count of bis arrest by an msurance company for having procured the destruction of a vessel | at sea. Mr. Durant has been a resident and practicing attorney of this city for the past two Years, and is objected toon that account, al- though it 1s conceded that he would be an able And fair representative. Herron and Kellogg both have a good war record, and are men of fair ability, adapted rather for strategy and fight skirmishing than tor heavy work. The former is now United States Marshal and the latter Collector ot Customs at New Orleans. Two or three other aspiring gentlemen—no- tably Gen. McMillan, formerly of Ohio; Gen. A. L. Lee, formerly of Kansas, and Hon. Jobn Ray—are also im the field, but they are not cen- sidered strong. 1 ‘The Legislature is so decidedly one way that the Democrats do not propose any candidates ‘With a hope of success. Nevertheless, for the purpose of keeping up the organization and to attord « rallying point Hon. Randall Hunt | and*Judge Boyce are im the fleld. They will | be remembered as the gentlemen who were elected im 865, but not admitted. Woman Scr: *& IN ENGLAND.—Some frends of female suffrage waited on the Board | ef Overseers for Manchester recently, to ask them to place on the register all women who had paid their rates as directed by the Reform | Actof last year. It was stated that 7,00 wo- men in Manchester alone wow/d, if that were a made a speech, but the legal arguments by which the application was justified were left to Dr. Parkhurst. This gentleman having ob" served that women f0@gerly voted for mem- bers of Parliament, and that the disuse of their | Tight had not invalidated it, went on to con- tend that under the new Reform act, women ‘Were entitled to be put on the register, and to vote. He contended that the word “man” as used in law included “woman” also, and he cited Lord Romilly’s act, by which it was en. acted that, “im all acts, words importing tne masculine gender shall be deenfed and gaken to include females, unless the contrary as to gen- der is expressly provided.” The Chairman the Board would take time to consider the guments that had been advanced. Women axp Lapt Something should be Coue to eradicate the notion that the word jy" gives a peculiar dignity to the indi- 1. On this point the New York Post says: « Woman” is the fuller, freer, nobler title. The ¢in-s distinction supposed to be indicated by the term “lady” has, in this country, no other ification than one of courtesy, and is wholly <ependent upon the personal conduct and | character of the individual.
