He pi an amendment of section 1, General Laws, which prohibits a Union from admitting to membership an expelled member, without first obtaining the consent of the Union from which he was expelled. Occasion- ally this provision is embarrassing to Unions engaged in a conflict with what our vernacular calls “rats.” Sometimes unfaithful printers would willingly returs to the Union And leave the employers, whose tools they are: and very frequently subordinate Unions would accept them if it were not for this section of the General Laws. 1 know that ordinarily it 1S not unjust to require a repentant expelled man to the “action of the Union that expelled him: but there are times when the very existence of a subordinate may depend upon prompt action in @ matter of this kind. During the past year Memphis Union, in self defense, in the face of section 1 of the General Law, was compelled to whitewashi eleven rats; and NewYork Union during the conflict with the World newspaper Memphis did, and receive into fellowship an expelled member of the Philadelphia Union. While, therefore, Ido not advise the repeal of tb's provision of section 1, 1 recommend that it be qualified so that subordinate Unions, in certain exigeneies, may admit to membership ibe expelled members of other Unions without first obtaining consent. In reference to strikes he said: During the Past Fear printers’ strikes have occurred in Detroit, Nashville, Galveston, Omaha, Selma, and Brooklyn. and “difficulties” in New York. Memphi-, Pittsburg, and other places: “All the strikes were disasters; and the “difficulties,” except the one in Memphis, were. to the Unions engaged in them. expensive luxumies. Brooklyn Union, for instance, while New York could give it money, sustained itself until it obtamed fonds from Albany and Montreal. Memphis Union made muscle answer all purposes of money: but muscle is not as potent as legal tender outside of the Biuff City. With reference to the “introduction of print- ing into Stat ‘riséns,” he said an attempt to introduce the “art preservative of all arts” into the prisons of New York State, was brought to the notice of the subordinate union: by @ circular issued by the Albany Typo- gtaphical Union; March 1s, in6-, which stated “that they bad learned thats contract for the labor of seventy five convict p the purposes of printing and stereotyping, w! thew pending, and’ that it bad already been awarded by the prison inspectors, but was not finally consummated. and unless preveuted by an act of the Legisiature, would go into effect on the first of April.” On receipt of this circu- tar and remonstrance, Mr. Troup, the Secretary and Treasurer, addressed a communication to the subordinate unions in New York State, re- questing them to leave nothing undone to have the contract set aside. and suggesting that the Senators and Assemblymen be invoked to p' & stop to the matter by Legislative enactinent. Statements having been made throughout the press that seyenty printers were confined in the prisons, Mr. Troap visited Sing Sing prison to ascertain the facts in the case, After doing so, he published a letter im the Albany Argus, stat. ing that at that time (May 5) there were twenty- eight men assigned on the contract, only three of whom were printers, and that there were not half 2 dozen practical printers in the whole prison. Of the > employed in the prison print. ing office, under the name of printers, are in- cluded newsboys, folders, sweepers-out, and, im fact, some who have never seen a printing office. One man could not regd, and another, working on English work, could not speak the first word of the language. About half the men the office as printers were learning to read «i write when Mr. Troup visited the prison. At the next meeting of the prison inspectors, an order will be issued for the removal of the printing material in the prison.
