a, Se ee ae ee eS a en LSet | ‘ | THE EVENING STAR. | The Largest Cirenlation in the District. | ‘TON CITY: aaTURDe eat 30, 1868, SP READING MATTER ON EVERY PAGE. SBE OUTSIDE FOR INTERESTING TELE. GRAPHIC AND OTHER MATTER. THE ELECTION MONDAY. As our cotem are indulging in “Last Words to Vowrs’ for Monday's election, the ‘Stax ought not perhaps to be behind the occa. sion. Our advice then to citizens is to take pains to vote, even st considerable sacrifice of | time snd convenience. It is not a healthful sign when any considerable portion of the citi- zens, and especially of those most interested in the welfare of the city, stay away trom the polls. When bad. incompetent men are elected to office, the non-yoters are the first to growl, | but they really haveonly themselves to biame- | We advise everybody to keep cool. The elec- tion, though one of interest and importance, is not of that momentous nature to excuse any Violent display of heat or partuzanship. Let every voter exercise his right, according to the | dictates of his judement, without tear that un- Bumbered woes will come to Troy because his Man Is, or is not elected. If Mr. Given is elected, we must not expect the millenium st once to fellow, and our chronic corporation ills and disadvantages to vanish by magic; and if he is defeated we must | not dread that we shall fall altogether under barbaric rule. If Mr. Bowen is elected we must not expect too confidently that in the present economical disposition of Congress his influence with that body will induce it to pave our streets with pearlor otherwise New Jernsalem-ize the city, at the National expense; and if he is defeated we need not much fear that Uncle Sam will in wrath pick up the Capitol under one arm and the White House under the other and stalk away Westward with the Seat of Government. ‘The candidates for Mayor are both men of energy and excellent business capacity; and either, af elected, will doubtless do all that can be done with limited municipal resources to | supply large municipal needs. The city must | make up its mind to have to shoulder mainly the work of municipal improvement. Gon- gress may make appropriations in dribiets, but nothing sufficient to carry out our improve- ments on any systematic comprehensive scale. | In this view of the case it is important that tne right sort of men should be selected for the uty Counetis. We may expect to hear about this time the | familiar cry, “Vote the whole ticket! no | scratching!” We donot join in it. Select hon- | est, public-spirited men, and if any candidate | on your ticket does not come up to these re- quirements, scratch him with all your ten tal- ons! Serateh early and scratch often, until every mame on your ticket represents a citizen of character and capacity, such as you would | trust im your own business affairs. In this Way, and in this way only, can you weed out the disreputable, worthless candidates foisted upon ward tickets by packed caucuses and | clique dictation. | This is our election WOMAN IGHTS IN ENGLAND. Jobn Bull, tt bas been said, does nothing by halves, and in “shooting Niagara” seems dis- | posed to take all the consequences of his plunge into Democracy, and to follow his act out to its logical conclusions m every direc- tion. Thus it is that the question of woman's Tights met in Democratic America with open epposition or evaded by timid conservatism, seems to be received in Great Britain ina spirit | which gives it far more prominence there than ithas here. England, indeed, seems to be tak- mg giant strides in the direction of reform, | and conservative Carlyle, and those he repre- sents, may well feel alarmed. Fran. | chise reform aud Church retorm accomplished: the agitation will probably seek new channels’ and it is pot impossible that woman will have the right of suffrage there before she has it bere. Such an entire renovation of organized society as us now taking place there can only be described asa revolution. And no symp- tom of it is more striking than the position which the question of extending the suffrage to ‘women bas suddenly assumed. A petition has Just been laid on the table of the House of Co: mons, asking for women the right to vote for members of that body. It is signed by more than twenty thousand women; but it is the weight of the names, and not their number, that is urged as important. Among them are Florence Nightingale, the Protestant Sister of Mercy; Miss Frances Power Uobbe, the vigo- Tous religious writer; Mrs. Mary Howitt, the favorite story-teler of young folks; Mrs. Somerville. the most famour scientific lady of the age; Miss Harriet Martineau, the woman of universal genius; Mrs. Harriet Grote, the critic and biographer of artists, and wite of the historian; and many others second onty to those in abilities and fame. Among | he mem of mind who advocate the change are Messrs. William Howitt and George Grote, Professor Huxley, Professor Alexander Bain, the founder of the new positive school of men- tal science, Charles Kingsley, J. T. Palgrave, Professors Nicholl, Leslie and Masson; Sir | Jobn Bowring, the venerable oriental scholar and linguist; John Morley, editor of the Fort- nightly Review, and scores of others, almost as | well known as these at home and abroad. With this support before the thinking public, and with the seventy or more members oi the House of Commons who are known to favor the project, led by Mr. John Stuart Mill, now | the most influential political thinker im Eng- innd, the movement promises to be formidable indeed. Vormns Uspmr tax Asmwesty.—Un Monday last the judges of registration in this city or- dered to be stricken from the registers of voters the names of ali who have been pardoned or claimed amnesty, unless the certificate of the voter shows that bis original paper or affidayit | under the proclamation of amnesty, has been filed tm the State Department. This matter baving been submitted to Mr. Seward, he de- | cides that the failure to file the affidavit in the ‘State Department does aot vitiate or impair the Tights of the citizen provided and required by the President’s prociamatien of September 7, Is67; but wevertbeless, if the voter desires he can obtain at the State Department such certifi- cate a» will enable Bim to come within the res- elution of the judges of registration. Tt seems that Colonel Wood, Chief of the Detectives Of the Treasury Departinent, Likely to earn the thanks of the public for goed set vice owtade the prevention of counterfeit- ing. It washe, aided by one of his assistants, Who arrested Coburn, and thus broke up the prize fight arranged to take place between McUoole and Coburn, near Cincinnati, a few days sgo. He received therefor the curses | and maiedictionsof the roughs present, but has | Bs | | won, 3 & tair offset, the gratitude of all de- | | cently disposed people. Whether there be any i ath oF not im the charge that thearrest was made up beforehand, matters little. The fight did not take place, which is 3 tangible and ac. ceptable fact. Mr. Adams, :he late Minister from this coun- ry to Great Briain; teft tor the Vomtinent the same evening after be bad bis tarewell audi. ence with the Queen. He will travel in Eu- Tope, it is authentically stated, until after the Presidential election, This would seem to Gispose of the rumors connecting his name with Folitical movements during the coming cam- paign. We have reliable information, how. ever, that bis sympathies are all against ¢ Republican party, and that he takes a very de- spondept view of the eundition of pubdlicat- fairs im this country, and bas bat little bope touching its nearfutere. By this action the wheels ot the Department, at a stand-still since the retire- ment of Mr. Stanton, will be set in motion again. General Schofield is known in the ser- vice as a fine executive officer, and he will undoubtedly make an efficient Secretary of War. Many people are laboring under the impres. sion that Congress has extended the 50 per cen: clause of the bankrupt act to January ist, 1869" This is a mistake. The proposition was made 1m Congress, but not acted upon, except to refer it to the Judiciary Committee. Insolvents, therefore, who file their petitions in bankrupt- | ¢y after to-day, must, im order to obtain relief, be able to pay fifty per cent. of their indebted. Our Maryland exchanges continue to speak in glowing terms of the prospect of the whea; crop. Ip Harford county it never looked better, and a large yield is anticipated. In Washing- ton county, should what remains of the season be good, the chances are in tavor of the finest crop produced for years. In Allegany the crop looks fine. Corn nor rye do not promise so well as wheat. i a ‘The Washftigton county, Md., papers are urging the name of Jacob S.
