THE VOTE TO-DAY. ‘The great question whether or not Andrew Jobnson shell be displaced from his high of- fice is to be decided to-day, and naturally the interest in the result is intense throughout the country. Heretofore so much of the trivial and frivolous has been associated with the trial that its dignityand importance have scarcely been sppreciated. To a large class it has taken the same aspect as a horse-race or | & prize-fight, having its chiet importance in | sfording an opportunity for betting operations. To others it has presented itself simply as a question of political tactics. To very few, it is to be feared, has it taken its true significance as 8 question of Iaw, and as a precedent for all time. To-day, however, the disposition seems to be to appreciate the gravity and importance of the occasion in “its bearing on the future of the nation. We regret to see already a dispo- sition to brand with impreper motives such of the Senators as bave indicated a purpose to vote on the various articles without regard to party lines, Every Senator is bound by his oath t upon his conscientious convictions, and Bo ope should be censured for acting npon those convictions, whether they lead him to vote for or against conviction. In voting to- ¥ on the articles of impeachment, the Senat* has determined, in accordance with the sugges- tion of the Chief Justice, to put the general question on each article, without subdivision, each Senator to answer guilty or not gmity only. The query will thus be guilty as toa misdemeanor where that is charged, and as to «crime where that is charged, most of the ar- icles charging the first, while articles four and six charge the latte) ar THOSE AMENDMENTS. cong There seems to be considerable curiosity in the communnty to understand the practical pearing of the amendments adopted by the House yes- etday to the bill extending the charter of the chty. This hardly seems to be a valid argument, as the person moving could still vote in the ward which he had left and in which he was registered. ‘The main objection, however, see ms to be t it will admit of “colonizing” and other trands, as practiced inthe past. In the tenth article the division suggested by the Senator from New York (Mr. Conkling] might be more easily made. but he saw no objection to putting the general question on this article in the same manner as on the others, for, whether particular questions be put on the specifications or not, the answer to the final question must be deiermined by the judgment of the Senate, whether or not the facts alleged in the specifications have been sufi- ciently proved, and whether, if sufficiemtly proved, they amount toa high misdemeanor within the meaning of the Constitution. On the whole he thought that the better practice would be to put the general question on each article, without attempting to make any subdi- vision, and would pursue this course if no ob- jection was made. He would. however, be pleased to contorm to such directions as the Senate might see fit to give in this matter. Mr. Sumner submited the following order, which was considered by unanimous consent, and agreed to Ordered.
