It is for this Senate to decide whether th jaws are to be vindicated; or, after all that w have seen—after the sacrifices of blood. the President of the United States is to be allowed to be recreant to his oath. At the municipal election last year, it will be yemembered, a large number of citizens were debarred from voting, in consequence of the defective arrangements by which an insuf- ficient number of polling places were provided he different Wards. At many of the pre- cincts long lines of voters were waiting pa- tiently their turn when the polls closed at 7 Soe law tr tha’ ok fr aorteine bop cclock, Great indignation was naturally felt | ipto the courts, add i this at his own pleasure, by those deprived of the right of suffrage, and | the police with difficulty prevented serious dis- turbances, The grievance was, however, taken am better temper by those distranchised than might bave been anticipated, they appr: ciat- ing the fact that the difficulty resulted from in- | experience, it being the first time that an elec- tion had taken place under the enlarged fran- chise, It was simply an evil to be remediedat | the earliest moment. Nobody doubted that it ‘would be. This year, oa the commencement of the regis- tration, the Judges of Election called the at- | tention of the City Councils to the necessity of making provision for more polling places, and recommended that the votes be taken in each ward alphabetically. The Board of Alder- men, seemg the necessitf for prompt action, passed a dill the same night the communica- tion was received. providing for from six to eight polling places in each ward: four being the number in each ward last year. This bill met the unanimous approval of the Judges of Election, and they sent the following commu- nication to the lower board, urging its imme- diate passage by that body : | “Wasursetox, D. The declarations of' Thomas, the co-conspirator, will be amply suf- ficient to convict them both. The evidence of General Thomas was here read ‘Lhese two conspirators were not only combining together about yiolating your tenure-of-office act, but also the act making sppropriations for the support of your army, | and one conspirator writes out an order but th | other conspirator sees the handwriting on the Wall, and whispersto him to wait until the tm. peachment ings are over, and then he will renew his attempt to sit judicially upon your Jaw; he will probably determine that Your law assigning the headquarters of the general of thearmy in this city is unconstitu- tional, and he will order General Grant to California, or Maine, or wherever it suits bim ie At4p.m. Mr. Bingham said he could em- clude in an hour and a Malf if he had his strength, but felt somewhat wearied. The court then adjourned, and the Senate immedi. ately thereupon adjourned.
