THE EVENING STAR. | The Largest Circulation in the District, o+++-Editor. ROSBY 5S. NOYES..- Nn Seesiatan peal ON CITY: MONDAY......... sseceeesMAY 4, 1868, ST READING MATTER ON EVERY Pace. 8 OUTSIDE FOB INTERESTING TEL: GRAPHIC AND OTHER MATTER. THE IRISH CHURCH QUESTION. ‘This will be an important day in the House of Commons, a« Mr. Gladstone intends to call up his resolutions on the Irish Church ques- tion. When these resolutions, disestablishing the English church in Ireland, were brought forward a month ago by the Liberals in Parlia- ment, and the Tories were defeated on the pre- liminary vote, Disraeli succeeded in getting a postponement for four weeks, and the time has been indastrionsty employed by the Tories in endeavoring to make capital against the meas- ure by appeals to religious "passions and pre- judices, and by raisipg the cry that it would result in the complete overthrow of the Charch establishment in Great Britain, emasculate the | the House of Peers, and do away with all the , bulwarks to the British Constitution. The personal inflnence of the Queen was brought | to bear in favor of the Irish Church establish- ment, and every means thatan active and pow- erful party could devise was employed to fire the English heart against the proposed change. The result proves that there is no re- action in the great reform movement, but a steady progress. After the recess of four weeks the Liberal party have a more decisive majority than ever betore. ‘The motion to go into Committee on Resolu- tions was passed on the morning of April 4th by fifty-six majority. The first resolution was adopted on the morning of May Ist bya ma- jority of sixty-five. Yet three Tory seats, which were vacant at the first division, were filled by elections during the recess. It is plain that the active discussion now gomg on is educating the people, and even the liberal leaders themselves, for still greater changes | than the resolutions contemplate. Mr. Glad- stone is evidently disposed to accept the Tory argument, that the disestablishment of the church in Ireland must lead to the general separation of church and state throughout the kinggom. The Atlantic Cable reports him as declaring in Parliament that «the church of England would lose none of her strength, | even if parted frem the state.” The final vote on the resolutions will be looked for with much interest on this side of the water. It seems now tobeon the cards that Disraeli must give way, and that s new minis. try, with Gladstone at its head, must succeed, and carry on the great work of reform initiated by the liberal party, taking within its sweep all branches of the British Government. pieadoncrsmastas hineseaes THAT EXPLAINS IT. The unprecedented stretch of winter expe- Tiered im ths latitude has led to much sar- mise as to the canse of this failure of the , earth’s heating apparatus to do its work. Some have supposed that we are entering upon & change of seasons, and the rather ap- palling theory bas been broached that the poles are changing position, and that the arctic Tegion is to swop places with the equator. The astronomers have, however, brought forward an explanation of the Inte “cold spell” some- what less disturbing to the nerves, though not altogether tranquilizing. They say that the eun's dise is at present riddled with holes, in other words, with spots, one of which is of very considerable size. It isa deep cavity in the photospbere, and so wide that the whole terrestrial globe would find room in it without touching the edzes. There is another spot whicb, though much smaller, still has one of its diameters as large as that of our earth. Herschel and Arago having conceived the idea of comparing the annual price of corn to the number of solar spots observed each year, found, on comparing a series of twenty-five results, that the greater number of spots the higher was the cost of breadstuffs. This shows that these phendmena may reduce the heat of the sun considerably On this theory a piece of smoked glass will be a handy thing to have about the house; and im laying m coals or providing for winter clothing the first thing in order will be to take & squint to ascertain the dimensions of the holes in the solar atmosphere. BaTean’s OrzRa Bourre.—The last time that the public will have the pleasure of wit- nessing Mr. Bateman’s great company of Parisian artists will be during this week at the National Theatre, as they will open at Paila- delphia Acedemy for their final performance: next week, after which they will soon be per- | manently located in New York. Mr. Bate- man's seventy artists and chorus arrived early this mormng, and Tenew to-night our delicious memories of “the Grand Duchess,” which will be given, also, to-morrow and Wednesday night, M'lle Tostee being the brizht particular star, ss heretotore. On Thursday night “La Bella Helene” with its gorgeous burlesque scenes will be produced, and the prospect is that the andiences will be large and | fashionable every nicht. By the way, Mr. | Fateman received last Saturday in New York a complimentary testimonial at which were | present a larger namber of fashionable ies. than have appeared together at the opera foi several years. Ratinoap Lecistatioy.—There is a gene- Tal desire manifested to have the House Com- mittee on Roads and Canals act on the resolu- tion passed the other day, and inquire whether Congress has the power to provide by law for ihe regulation and control of railroads, espe- cially those extending through several States, | ‘The recent accident on the Erie road has re- | vived the project of an United States inepec- | tion, and there are several leading members of | 2 of the House who will urge it Tre Exectiox 1x Fioripa, under the re. | construction acts, forthe ratification of her new ¢ onstitution, commences to-day, and wv ill con- clude on Wednesday evening. The Senate then adjour Hovse—Saturday, when the members re- turned from the Senate— Mr. Donnelly obtained unanimous consent to make a personal explanation. On seus of March last he asked leave to introduce a to grant land for the construction of a allroad from Taylor's Falls, f way of St. Cloud, to the western boundary of the State of Minneso- ta. He bad asked that it be reterred tothe Com- tte on Public and printed. Objec- tio the gentleman from Ittinois tion was made by (Mr. Washburne.) Stung with indignation at the conduct of Mr. Washburne, he sat down and wrote'a letter to Mr. Folsom, of Taylor's Fails, merely stating the facts, The letter was then read, in which it was stated that it seemed that Mr. Washburne resisted e effort of his to procure legislation for the of his con- | stituents. | _ Mr. Donnelly added that Mr. Washburne had | 4 brother there, who sought to supplant him as | a member of Congress. This letter having been publisbed in the ‘Mr. Washburne wrote one without a parallel in the history of Con- | gress, and so shocking and offensive and out- Tageous in its character, that he would not now have it read were it not that justiee demanded the reading. ‘Mr. Washburne’s letter was dated ad Woshing- ton, April lvth, snd addressed to Mr. Folsom, at Taylor's Falls, in which be stated that I. Donnelly seemed to be searching for sympathy, and asked Mr. Folsom to look at Mr, Dom ly’s jesuitical performances; Mr. Donnelly knowing that the bill had mot the ghost of a chance, as there was but little land to go to the State of Minnesota; and it was further stated that Mr. Donnelly might have introduced his | bill four months earlier than the period at | whieh he songht to introduce it. How con- | temptible must any Representative appear who was found guilty of attempting to impose on his constituents. From his knowledge of the character of Mr. Donnelly, he (Mr. Wash- | burne) had become extremely suspicious of | anything which he ge. Donnelly) proposed. | He lett Philadelphia between two days, chang- ing his mame, and also changing from a Buch- anan locotoco, made his ap ce in Min- nesota as an office r. It was Donnelly’s | schemes of Plender which made Mr. Wash. burne oppose him. He trusted that his (Mr. Washburne’s) record was not stained with ve- nality, corruption and crime. Every corrupt measure in Congress had received Donnelly’s su Fhe letter of Mr. Washburne having been read by the Clerk— Mr. Donnelly remarked that he was certainly justified in the declaranon he had made that the annals of Congress presented no parallel to that letter; and he thought he should establish that there were in the letter twenty-three dis- tinet statements which were twenty-three dis- tinet falsehoods. Mr. Donnelly continued, at some length. to criticise Mr. Washburne’s course in harsh terms. and was replied to by that gen- tleman in the same manner; when Mr. Windom (Mr. Donnelly’s colleague) gave no- tice of an intention to introduce a resolution of censure of Mr. Washburne.
