SHALL THE PUBLIC SCHOOLS BE SUs- PENDED? This question may excite surprise and a doubt whether it is seriously put, but it is Teally one that must be speedily met. We learm that the teachers of the Public Schools, who are now three months unpaid, finding that there i no immediate prospect of receiv- ing their dues, have determined, unless relief | i speedily afforded them, to suspend their | work and undertake to get a livelinood in some | other way. They propose to hold a meeting | ext week and take joint action to this end; and ‘then, at the expiration of @ brief notice, vacate their positions, one and all. For along period, in consequence of “dead- | locks” and other hindrances, they have failed to receive their pay, smallas it is, with suf- ficient regularity to enable them to depend upon it for support. They have been reduced | to the most mortifying shifts to obtain means to sepport themselves and families; and not | ‘unfrequently they have been obliged to bor- Tow money at a ruinous “shave” to enable them to supply pressing wants. The difficul- ties of their situation have now reached a cli- | ‘Ax, and they have concluded that the shortest Way out of them is the course indicated above. | This, then, is the situation: and if means are not found to pay them, it seems inevitable that the schools must oe suspended at the end of the present school year, if mot sooner. Attention | to the immediate wants of the teachers, to avert | such @ calamity as the close or interruption of | the public schools, must of course be given: st the same time there should be adequate | Jegisiauion to reach the bottom of these dificul- | ties, and apply a remedy. It will be necessary to iperease the school fund to make it adequate | to support the teachers, erect new buildings, and for other pressing requirements. The general school fund mast be kept separate trom the building fund, and these fands in turn en- tirely distinct from all other fund=. The prac- tee of drawing from one fund tor the aid of another, where the emergency is more pres-iug, has frequently been rendered necessary by the inadequacy of appropriations: bnt it is entirely vieious, and the sooner it is abandoned the bet- ter, Most especially should the fund for the Payment of the salaries of the teachers be so guarded that it can never be encroached upon, no matter how pressing may be the municipal need ip other directions.
