THE EVENING STAR. | The Largest Cirenlation im the District. | CROSBY S. NOYES..........Editer. WASHINGTON CITY: THURSDAY APRIL 30, 1565, ST READING MATTER ON EVERY PAGE. SEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. MORE VOTING PRECINCTS. Tt was fully expected that the City Councils would on Mon t Iast perfect a bill pro- viding greater facilites for the accommodation of voters at the coming election. A bill for this purpote passed the Board of Aldermen some weeks ago, but bas not been acted upon in the lower Board; and the delay is causing con- siderable heated remark, upon the theory that the hope of gaining political advantages in- juces nom-action upon the bill in that Board. We presume there can be no truth in this sup- position. Doubtless the lower Board proposes to act seasonably upon the matter, after giving | it consideration: but there is very little time now to lose, and any party responsible for iling to remedy the defective voting facilities of last yeur will deserve to be beaten. Since writing the above, we have heard it stated that members of the committee of the | lower Board, to wbom the bill was referred, have avowed a purpose not to take action upon it prior to theelection. We cannot believe it possible, however, that sensible men will be so blind as toadopt so stupid » scheme of party tactics. Last year hundreds of citizens, after standing in the broiling sun for hours in line, were finally unable to deposit their ballots in consequence of the inadequacy of the voting accommodations. Under the circumstances it Was a matter of special congratulation that the day passed off without disturbance; for it is a grievance well calculated to arouse the anger | of the most patient and law-abiding of Amer- ican citizens to be debarred from exercising the right of suffrage in this wholesale manner. Last year the system of voting was an experimental ye. andon being tested was found tobe utterly insufficient. Nobody supposed that there would be one moment's delay in remedying defects so notorious. The bill passed by the Board of Aldermen provides for not less than six or more than eight polling places in each ward; and other provisions are made to insure access © the polls toevery voter. The bill as passed by tbe Aldermen has received the unanimous approval ot the Registers of Election, who are certaimly the best judges of what is needed, and with this endorsement we do not think the Council ean go very far amiss in passing it in its present shape. Tar Geran Orena.—« Martha” is a favor- ite opera bere, aud never faile in this city, as n Boston, to draw crowded houses. Notwith- standing tbe rain last night, the National The- ater was fillea with a large and fashionable t.ence. who were well satisfied with the performance. Mad. Johannsen, in the title rolv, seemed to be laboring under some disad- vantage, and bardly sang with her usval spirit and feeling: but she 1s a true artist, of thorongh cultivation and correct taste, and generally mapages to please. Frederici was, as usual, ebs:ming in + Nancy,” aud sungand acted her part with a due degree of vivacity. Lotti was very acceptable as “Lionel,” and sung the beau- tfvland touching airs which belong to that part with g ling; while Weinlich did much better as ~ Plunkett” than those who did not know his power expected. The chorusses were given with spirit. and the performance s< a whole was not unworthy the reputstion of ths treupe, which, under Mr. Grover's manegement, has won warm praise in ali the cities f As some dissatisfaction has been expressed by the public at the failure of one or two well- known a istes to appear according to an- t, we deem it proper to state that a Managers difficulties are very great and his -hortcomings should in some cases be judged odulgently. Mr. Habelman was prevented ning by. the postponement of his bene. fit in New York from Monday, when it was ‘© have taken place, until last night, (Wednes- tay.) Signor Lotti was especially engaged in place, who, as we have stated, achieved a traumph in Martha last night Semoot Tearxrse.—The question of over- tasking children was up for special considera. ou before the New York Board of Education Monday, and jncidentally a number ofother tion in connection with school training were brought wp, eliciting some good sugges. tous. Grammar, it was urged, is nostady ior mere boys, and even for adults, can be suffi- cently learned from books and journals. The great school detect, it is held, is in the depart- ment of moral sentiment. Boys are never taught what to think. This defect should be upplied by poetical readings and recitations vad by resdings of history—these last to be il- lustrated by the teacher's voice and a map of he world on the wall. A map of the world aches more in five minutes than a book of ography ina year. Poetry is thebest help of he human intellent, opening and exciting it to eifort im the most natural aud genial way. These moral effects—as Mr. Huxley, the E: lisbman, contends—are of the most yital con- deration in schools. Teachers should talk more to the children—be teachers in fect, and taskmasters—there is too much task ing. Poetry forthe mind and yentilation for the body are the two great needs in schools—thoagh: our fathers and grandfathers would not believe | MovENENT To CaLt THE Demockatic Na- TIONAL CONVENT Eariy ts Iuse—The Congressional Democratic Executive Commit- tee bave unanimously passed resolutions re- ittee action and issuea questing the Democratic National Com © reconsider their previou: call forthe Presidential nominating Conven- on to meet in New York early in June, in- ead of on the 4h of Jaly, as now arranged It is probable that a Congressional cau- of all the Democratic members will shortly ev be called for the purpose of making the said request.
