ON CITY: ..-APRIL 21, 1868, WASHING’ TUESDAY SPREADING MATTER ON EVERY PAG SEE OUTSIDE FOR INTERESTING TELE- GEAPHIC AND OTHER MATTER. UNITED STATES VESSELS. Under the above head it is stated by some of our contemporaries that the Director of the Bureau of Statistics computes the total nam- ber of vessels in the United States at 12,207,” and that “the total tonnage of the vessels con- tained in this list is 2,755,508." In the Statesman’s Year Book for 136%, pu- lished by Macmillan & Co., London, a work pablisbed yearly, and always revised with great care, the total registered tonnage of the commerecis! marine of the United States for a series of years, and at the end of each year, is | given as follows 5,953,568 tons. 1964......4.998,401 tons. | +5,599,813 tons. 1965... .5.096,791 tons. | 5,112,165 tons. 1266..00064,310778 tons, | 5,126,051 tons. Deduct Mr. Delmar’s estimate for 1567 from | the above figures for 1566, and it would appear that the commerce of the United States has fallen off st the enormons rate of 1,555,274 tons in one year. Can this beso? Is it probable? | And if it be incorrect, what must be thonght ot an official who can thus recklessly publish such a statement, to the manifest detriment of the sbipping interests of our people, and to our national prestige on the ocean. Mr. Delmar is already famous for throwing of tn a few moments of leisure, as Tupper completed the “Christobel” of Coleridge, statis- tical tables that cost capable officials months and even years of labor. He has undertaken recently to furnish a census of the United States, and this can be shown to be short of the real figures by at least two millions of the popviation. But what is a deficiency of two millions of people and nearly two millions of tonnage to Mr. A. Delmar! For a statician like A.D, it iz, in faet, coming rather close to the mark. 1 us & noticeable fact that when aggregates of this kind are unreliable, they invariably fall , below the mark of the true figures, being par- tial and incomplete. But the commercial people of the country have a right to know whether their interests | shall be trifled with and jeoparded in this irn sponsible way. Let Congress call ter correct information, and it will doubtless be fortheom- ing. The Register's office at the Treasury re- ceives the official returns and prepare: the of- | ficial staternerts of the commerce and naviga- tion of the United States. That is the question CORPORAL Pr PUNISHMENT UBLIC SCHOOLS. The question of the advisability of corporal | punishment in the Public Schools, is one ju-t pow being discussed among those interested in the Public Sebool system of the country. The advocates of corporal punishment say that it is +ssential to enforce the teacher's authority. On other hand it is urgéd that the dread of ex- pulsion is quite safficient to maintain disci pline; and that if children are found intracti- IN THE | ble an appeal to the parents will generally | ¢ esure them to enforce obedience, so that expul sion will rarely be found necessary. What ean be done by mozal suasion backed up by the fear | of expulsion.is shown by the conduct of Public | School children when attending Sabbath | schools. Every child knows that there is no porsibility of ary prnishment whatever: yet, | at 8 word from the superintendent, even com. plete silence is the result. The laws delivered to Mores can be taught without the rod—why jot the tables of Pythagoras? On week these same children are whipped; how can they be controlled on Sunday? Again, the boys who are whipped in school te have perfectly well in the parlor during an evening party, Even men of rough manners elsewhere, are perfectly orderly at the public seeture, at the theatre, at church. The rale is so universal that the exception does not occur perbeps in the proportion of one to ten thou. sand. When misconduct does occur, the rem- edy is to expel the ill-bred person. The tume is likely to come when the infliction of bodily punishment in the presence of well-bred scholars assembled to gain knowledge will be Jooked wpon as the same act wonld now be judgea if executed in a parlor before invited guests, in a ball-room, in an opera house—yes, even i & Sunday School, or im a «burch. } The infliction of corporal punishment seems to have a vicious influence upon the teacher and the entire school. Neither scholars or pupils are ina proper condition to attend to | the duties before them after a flogging scene tas teen enacted. If corporal punishment must be inflicted, let it be done ont of school | hours, or outef the school-room. Let not the brutslzing spectacle be witnessed by the other Pupils, or allowed to interrupt the order of the school exercises. It was once beld that the | €xecution of criminals should be made im pub-”; lic a5 a lesson and warning, but experience has shown that the effect is debasing and mis. chievous. The same is true, we believe, of the spectzele of corporal punishment. | GENERAL BANKSis deservedly complimented epon the brilliant manner in which he angi. neered through the House his bill for the pro- tection of American citizens in foreign lands. Biter bis able advocacy, it was passed by a vote of 99 to 5. The bill, ax passed, will be found in onr Congressional proceedings. As the fundamental principle of this bill has | already been recognized im a treaty by the | Government of North Germany, while the | British Minister of Foreign Affairs has de- | Pe. 2 clared in favor of the same doctrine, it is not probable that we shall ever have any tronble tn carrying this important measure into prac- ties! operation.
