“a q ee THE EVENING STAR. | The Largest Cireulation in the District. __ CROSBY S. NOYES... WASHINGTON CITY MONDAY APRIL 13, 1865. S7 READING MATTER ON EVERY PAGR BEE OUTSIDE FUR INTELESTING TELE- GRAPHIC AND OTHER MATTER. THE REGISTRATION ANDTHE VOTING PLACES. The Couretis to-wight will doubtless take action in regard to providing voting facilities at the coming election more ample than were furnisbed last year Lt has been sugges:ed that the precinct «system be done away with, and that a number of polling places be established in the central part of every ward, a portion of the alphabetical list of yours being assigned to each polling place. This seems to be about the plest and most fras1bie mode of accommo- dating the voters, it it can be execnted in con- formity with the p: jons of the Iaw of Congress. That law spec-ties the length of | time of residence in a precinct to entitle man to vote, bu’ it has been proposed to designate exch ward as a precinct. ‘There might. however, be a difficulty in regard to providing 8 evfficient number of commis- Sioners to recetve the votes at the varivas poll ing places. By the act of Ci missioners are appointed for each voting pre | a neress three coat- | ihe cinct, whose duty it shall be to take charge of | the dalict-boxes at the polls and make returns ‘Thus it will be requisite to have comm:ssion- ers at etch polling place, and as but three are | allotted to a pre et, the number would be | too limited, were each ward reckoned as a pre. | cinct. It would seem, therefore, the wards | Must be subdivided into precincts, and care | should be taken that there are enough of them to accommodate all the voters. Last year each | ‘ward was divided into four precincts, and this mumber proved utterly inadequate, The num- ber should be doubied this year, at least in the heavier wards. regulate the number of polling places in «ach ward according to population. The internal revenue actual receipts during eight days ending on Friday were two million fifty-seven thousand and nine hundred dollars, which is not quite up to he aversge daily receipts for March, and the fer was not up to the estimated average monthly receipts from this s The e ree. fiseal year ending th th of Jane next is two m= of dollars.
