It is remarked that in Russia a very great intitude is allowed in jour- nalism; that during the late Garibaldian inva- sion of Italy the journals were outspoken in tbeir hope that France would not succeed; and tbat on this as on most other questions discus- stom is allowed to be free, while the power to warn and even to suspend journals is retained by the Russian Government. The French pa- pers, judging frora the state of affairs in their own country, infer that such a discussion could only be tolerated if the opinions expressed were those of the Emperor, and consequently that they are directly inspired by the Govern- ment; whereas, as now expla‘ned, they are merely the opinions of the writers themselyes, and do not reflect the views of the Russian Government. Tue MILK QuEstion is agitating New York, ‘They bave there a “pure, anti-cbalk-and-water Milk Club,” which bas been discussing tor some weeks the best means of preventing adul- terations of milk. The result has been the di- vision of the club into two equal parties—the one in favor of action by the courts, enjoining everybody against drinking poor milk; the other for legislative action, by mcorporating an association with two grand objects:—First, to drink no milk not entirely pure; second, 1 use moral agencies to bring about a re- formation in the public which shall make everybody join the Society. The New York Evening Post, which announces these facts, says that the latter party argues plausibly that when the whole community become members, the consumption of impure milk will cease. On atest drvision, last Friday ¢vening, the le- gislative party triumphed by the casting vote Of the chairman, and on Saturday a bill was introduced into the Assembly at Albany, “to incorporate an association, the object and pur- pose of which shall be to prevent the sale of impure or adulterated milk in the city of New York, and to facilitate between the producer, dealer and customer the purchase, sale and de- lavery of pure, wholesome country milk.” S7'In the New York Methodist Conference on Tuesday the Committee on the State of the Country submitted resolutions of sympathy ‘with the impeachment project, and prayer for the Divine guidance of the “High Court” toa ust verdict. In this connection the President stated that he was informed by counsel that the section of the constitution which the anthority is obtained for the action of the city of Baltimore is practically identical with the section of the then existing constitution under which the State of Maryland, with the same hmit of power, passed the law making an agreement with the Northern Central road, involving sums of great magnitude. As itis desirable that arrangements be promptly made for the commencement of the work upon the Pittsbar; and Connellsville road, the President proposed the adoption of & resolution that if the finance committee shall so determine, it shall have power to authorize and direct the President of this company to subscribe on behalf of said company for one million of dollars of the first mortgage bonds of the Pittsburg and Connells- ville Railroad Company, the issue of which said first mortgage bonds to the extent of four millions of dollars is contemplated by the or- dinance.
