The United States Assessors and Assistants Bre now busily engaged im distributing the | 6 Printed forms for assessment of the income | tax, and as many questions necessarily arise in filling the blanks, and as the official instrac- tions of the Department are not accessible to the general public, we propose to notice one or twoofthe most recent decisions, which may be of interest to those making returns. The question ef deductions for interest paid during the year is one which often arses. The in- structions on this point are that “if interest acetued during the year on notes, bonds, &c., is good and collectible at the end of the year, it should be returned as income whether actually collected or not. Where a person cannet be compelled to pay interest which nominally falls due inamy year, it cannot be deducted trom income. Except where interest money is paid, im connection with the carrying on of a business from which income is derived, only such pertion of the same as is not in excess of | the amount of interest received or falling due o the tax-payer is to be offset against income.” Another interesting point is whether gifts eived sheuld be set down as income. Those © fortunate as to receive presents, will be glad to know that “gifts of momey, when clearly not the nature of payment for services render- ed, or other valuable consideration, are not lia- ble to taxation as income.” Clergymen are not so favorably treated. “Marriage fees, gifts from members of a congregation to their pas- tor, &¢., are taxable as income when the gifts cr donations are in the nature of compensation for services rendered, whether in accordance with an understanding to that effect at the ti ft settlement, or with an annual custom.
