Ia the debate in the House on the District items of the appropriation bill the question of the rate ef taxauon paid in the City of Wash- ington, Mr Lawrence, of Obio, in opposing | those items of appropriation, said: “It isa fact that I desire should be borne in remem- bramce that the taxation for the last nine years in this city has averaged only eighty-six cents upon $100 of taxable property, at a valuation of aot more than one-half its actual value, so that the actual taxation for this city has been less than forty-three cents ou $100, while the con- ststvents of almost every member on this floor have been taxed, instead of forty-three cents, two dollars on $10, or two per cent." Mr. Lawrence doubtless aimed to be accurate im this assertion, but if he will take pains to inquire a little farther he will find that it gives & very incorrect idea of the amount of taxation levied here. Years ago the rate of taxation was low here, 50 cents on the handred dollars, | ithas year by year mounted up until in 1568 it has reached $1.25 upon the hundred dol- | iors; and with the largely increased expendi- ture necessary im the future for improvements | pon a scale commensurate with our needs,and for the support and education of the immense contraband population brought here by the war, itis quite certam, that our taxes will speedily mount to those paid by the most beavily taxed communities of the country. Mr. Lawrence's idea that the rate of assess- ment here is not more than half the value of Property is also erroneous. At the time of the fast general assessment, in 1564, rents were bigh, real estate was up, and the rate of assess- ment was marked up to a pretty high figure, It is doubtless the case that in one or two rap- idly improving localities in the city the value of property has gone up yet higher than assess- ment value, but we are quite certain that in three-quarters of the city this is not the case, snd in fact we believe that a large proportion of the property-holders would be glad to sell at | the rate fixed by the assessors.
