THE EVENING STAR. | The Largest Cirenlation im the District CROSBY 8. NOYES. Editor WASHINGTON CITY WEDNESDAY MARCH 15, 1868, SJ READING MATTER ON EVERY PAG SEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTE! RECEPTIONS. WE ARE AUTHORIZED TO ANNOUNOR that the ies of the Executive Mansion. Mrs. Patter- som and Mrs. Stover, will be at home on Mo! day evenings, after seven o'clock. Theeven-, ing has been fixed upon for the drawing-room | receptions of the ladies in liew of the afternoon as during last season, and they will receive | every Monday evening until further notice. SPEAKER COL¥Ax's Recgrtions are to be | every Friday evening, from 8% to 11 p.m. | The receptions of the Speaker's mother and | sister, Mrs and Miss Matthews, for ladies, and gentlemen accompanying them, will be every Wednesday afternoon, from 1to#p.m. The ‘Speaker's weekly receptions will close on the | fast Friday of March. ——__- «+e -___ NEW PLANS FOR STREET PAVEMEN In view of the fact that it is proposed to pave & number of the lettered streets in the northern part of the city the coming season, it becomes a matter of considerable interest to property- holders to ascertain if there is any cheaper ma- terial than stone. We recently noticed a kind of wood pavement in use in California, which in some respects appears to be superior to the | popular Nicholson wood pavement. We notice now the introduction in some parts of the country of a style of wood pavement, which is | so arranged that the blocks in each row are | connected with each other, so that not one can | Wooden pavements by the sinking of single blocks, will be avoided, and a whole, coherent wooden pavement will thus be provided. The invention also embraces the feature of boring vertical holes in the blocks for the purpose of | receiving send, cement, or tar. The same will | wear quicker than the wood, and the surfaces the filing will, therefore, be lower than the | ce of the wooden blocks; thereby a sufficiently uneven surface is provided for the purpose of giving & secure foothold to the horses. It is to be hoped that the opportunity will be afforded of testing some of these varieties of wood pavement im this city. This not being a commereial city, there is little heavy drayage over our streets; and pavements of wood ought | to be just the thing for them. With streets paved With wood, we might hope to avoid the blinding clouds of dust produced by attrition on our cobbled and stone-paved st ad which make the city so Tepulsive to strangers | in windy weather. Some of the varieties of asphaltum pavew in such successful use in aris and «lsewhr re, should also be ed here. is especially to the interest of Washington that it should be made visitors | from all parts of the country and of the world. sud nothing could certainly more conduce to | chat end than ridding it of the mud of winter | and the dust of summer. | CONGRESS ax bas been generally THE Surrexe © aken for granted that the effect of the act passed last Friday supple- menti ecoms! acts, which re- pesled the provision for the appeal ot halvas | rpus cases from the Circuit Courts to the Su- preme Court ed $ + aust be stow the Mc of Court, unl be decided before that act be 25th instant They argue that an +z posaible under the Consti of the McArdle case to the accomplished and reco, img the p u act has nothing to s: im question car effected seems, however, to be well settle jous of the C wer.—tt uction He case o it pmes a law on the Some hold, however, at fart tion. and t by the de.
