The Committee was well fitted for the Work enwusted to it, representing as it did, a great diversity of imterests and every phase of political semtiment; and the result of their Ja- bors will, we think, commend itself to the fa- vor of all having the substantial interests of the District at heart. The plan of government proposed for the District—the Morrill bill amended—has re- ceived the endorsement of the judges of the Supreme Conrtof the District, and of almost every prominent citizen, without distinction of party. It therefore comends itself with great force to Congress,as carrying out the views of the thoughttal, well-informed portion of the com- munity, who, divested of all party bias in the matter, are seeking only for the best attainable form of government. Petty local politicians, dreading to lapse into insignificance, may, per- | haps, clamor against the bill, but the great | body of the people will heartily rejoice at any | measure that will give to the District an ener- | getic, impartial, economical government, and do sway with the jarring interests and jeal- ousies of three different corporations, and a dozen different conflicting jurisdictions within its borders, | ‘The present Charter expires by limitation im | May, and as it will be hardly possible fora | measure to be perfected by Congress in season to supply its place, it seems to be probable that the present Charter will be continued in force for one year. Under the circumstances this ‘will probably be the best course to pursue. The impeachment business and the turmoil of & Presidential election will then be over, anda ‘all providing s proper form of government for the District can be digested with due delib- eration. | Repvcise tHe Ratxs.—At the regnlar | montbly meeting of the Baltimore and Ohio | Railroad Company m Baitimore. yesterday, | resoluticus for a material reduction in the tariff | on coal were adopted, as follows, to take effect on the 16th instant:—Forty cents per ton of two | thousand pounds, from Cumberland and Pied- mont to Baltimore, and fifty cents per ton of two thousand pounds on gas coals, from New- burg, Fairmount, and Clarksburg, with cor. Tesponding reductions of way rates upon the main stemand the branches. The President stated that whilst the reduction was very larg. involving 9 great difference in the receipts of | the company, yet looking at the great advan- take which it was hoped this important change in the tariff would accomplish. he was prepared to recommend it. In Orange, New Jer- sey, there is another, whose annual income ranges between $10,000 and $15,000. In New York city there is one whose income is rarely less than $20,000 year. Some of these Indy physicians are successful surgeons, as well as capable medical practitioners. i CTS HERR Graxp Coycent.—Madame Gazzaniga, and Leopold DeMeyer the celebrated pianist, will give a grand concert at Metzrrott Hall, on the ith instant. Madame Gazzaniga is a vocalist of extraordinary ability, and her fame, like Leopold BeMeyer’s, is world wide. We have no doubt they will be cordially received in Washington. The sale of seats commences at Metzerott’s on Monday. Wasuinetox is not the only city suffering from a «bort supply of fuel. He was released on giving bail in the sum of two thousand dollars. #77In the Biaryland House of Delegates yes. terday & resolution declaring “that th legal rate of interest on money in this State shall be OuivE Looax sppears for the first time in Wasbington as sb cturrr at Metzerott Hall, to» morrow evening, ‘her colvbrated subject j Hon, Br or THE GOVERNMENT OF THE DISTRICT. ‘We understand that the committre appoint- ed al the “Metzerott Hall meeting” some months ago to prepare such amendments to the bill of Senator Morrill for the government of the District as were needed to meet the views of our citizens and tax payers, have completed their labors, and the amended bill will proba- bly be submitted to the Senate to-day by Sena- tor Morrill. Itis very thorough and complete, covering some hundred pages, and has evident- ly been prepared with great care. ‘The government is placed in the hands of five Commissioners—two of them engineer officers of the army, two of them residents of the Dis- trict, who mast have @ residence of five years snd unincumbered real estate to the value of £10,000 each; the remaining Commissioner to be appointed without restrictions. The Treasu- rer, Comptroller, Collector, and two other offi- cers are appointed by the President, by and with the advice and consent of the Senate, All other minor officers are appointed by the Com- missioners. The Registers of Wills, Deeds, Judges Orphans’ Court, Justices of the Peace, and other officers, are elected by the citizens large, every male citizen being entitled to suf- frage, except those debarred by crime, idiocy, &e., de. Provision is made for the funding of the debt and & sinking fund established to pay it in twenty years. Each portion of the District pays its own debt. Those portions of the District with little or no debt are not to be taxed to pay the debt of the other portions. A board of three, d the “Board of Liquidation,” are appoint- ed ty the Secretary of the Interior to appraise the property of the respective and ascertain their indebtedness, and report to the Board of Commissioners. The bill provides for the appointment of a Coroner, prescribes his duties, fees, &c.; pro- vides for the annual estimate of a portion of the taxes to aid the District, by the Secretary of the Interior. ‘The committee to whom was entrusted the preparation of the billare Dr. C.
