State- ments disadvantageous to the District were made unchallenged, showing that the members making them had been misinfozmed or misled by parties interested in misrepresenting affairs toadvance their own ends; and from the fact that no denial was made to these allegations, it | Would sppear that the listen-rs were alike un- familiar with the real tacts. A District repre- sentative on the floor could have promptly and intelligently corrected these errors of state- ment; but for want of such information they | were allowed to go unquestioned, and served | to influence adverse legisiation. From the | nature of the case, it is impossible that mem- | bers from abroad, occupied as they are with | their own immediate duties, can spare therequi- | site time to fully post themselves in regard to District matters; and indeed no one but a citi- wn of the District conversant with its bistory, inws, statistics and needs, could supply intel | ligent and acenrate imformation with requisite promptness. The nearest equivalent for such | * representative «to the manor born’? we have in the person of a chairman of the District Com. mittee, Like Mr. Ingersoll, who has given ¥o mueb intelligent and solicitons attention to butey he, it will be seen got rather off the track in refer- ence to one matter brought up —that of the ap- Propristion fer the Potomac bridges. He mo to strike out the item appropriating | $26,000 for rep: nd taking care of the Chain | Bridge, and said: | “There is now & proposition embraced in a penJing betore the Commutter for the Dis- { ct of Columbia for comstructing a bridge on | piers of whatis known as «the aqueduct | ige.” between Georgetown and the Virginia | of the Potomac. If a bill for that pur- © sbail be passed by Congress, then neither bridge at Little Fails. knowr as the “Chain de,” wor Long Bridge, below the Aqueduct | dige, will be required. as the new Aqueduet Bridge will answer all Purpeses for the use of | the public, | ‘The bridge crossing the Potomac, known as the Long Bridge, is an old structure. and sadly | out ef repair. C Appropriate $25,000 «ach year for repairs of that structure, sad still I bridge. In the course of a few be necessary to build a new ro where across the Potomac for the convr- | ublic. A new bridge will cost | The Chain Bridge is, in my open, early worthless for the use of the | Public, being too far up the Potomac. The re- Ts cf this bridge for a single year cost, as pears by this bil, $3500). These expendi- es are, in my opinion, abont owing the money away . I th ropriation oug reporition now mmittes fer the adopted, w hich wiil cost for, if the wsideration in th= of Columbia shall Ii have a durable structure, #overnment of the United tes less in the aggregate than the appropri- ons that will have to be made within the Xt five or at the outside ten vears for patch- ing up the Long Bridge and the Chain Bridge. | and even with these repairs we shall have no sefe structure at last.” Mr.Washburne thought the object of striking ‘out was to open the way for a big job of sev- cral million dollars for building another bridge, snd said that the Committe on Appropriations had before them General Michier, and had ueshoned him particularly in reference to this | tdge, and he had convine-d them against their will that it was necessary to put in this item, In this connection, Mr. Washburne sent up to the Clerk's desk to be rea a communic tion from General Michler, showing the great importance of this bridge. In the course of the Gebate that followed, Mr. Ingersoll said that the amount of appropriation necessary tor the construction of a bridge where the Aqueduct Eridge now is would only be $200,000, and tha i would supersede the Lorg Bridge and the Chain Bridg Now, we have to say that, while a bridge at | the aqueduct is very desirable, and for the in- sts of Georgetown very essential, it is quite im that no bridge there can ever supersede 2 bridge at the ite of the present Long Bridge; and in behalt of the people of Washington we st against sacrificing the Long benefit of the Aqueduct Badge ice at the map will serve toshow | line ef communie ition for Wash- | South and the Virginia shore is Briige, and thata circurabendi- | bus routeof many miles via Georgetown ani the Aqueduct Bridge is a thing not to be thought ef for a city of 130,000 inhabitants. That a | bridge at the aq a any degree the people of Washington, or the ‘outh through Washington i® shown by he fact that during the war when the aquedact | Wae im full u-e as a bridge, the Long Bridge | strat thoroughfare South. The amount of travel over the Long Bridge. | even St this inclement season of the year, is shown by the following report for the week | ending Feb. 15th: Foot passengers, 5,900; warn | and wagon, 1,°66: horse and wagon, gov- | ernment wagon and tam, 310; cattle. 134; sheep, 325. In the summer the travel, even in se piping times ot peace, is mach larger, as shown by the following figures for the w ending July 13th, 1867: Poot passengers, 7, team and wagon, 1,424: horse and wagon, 1 govermment wagon and team, ; Every housekeeper whc keis knows that interruption o = & sinele day over the Long Bridge («ven When the aqueduct is in use as a bridge) causes es to ko up like 9 rocket; and so necessary for the interests of the city has it been felt to have communieation with the farms and mar- ket gardens of ths Virginia shore, that the Cor- poration, even when serigusly straight-ned for moxey, bas advanced enough to make tempo- rary repairs on the bridge when a Congres- sional appropriation was wanting. We shall be glad, as above stated, if an appro- Priation can be got of $200,000 for a bridge at the | Aqueduct; but in the present retrenchment tem- per of Congress, we think there is little pros- tof it this session; and we must certainly protest against the idea that if built it will su peraede the present bridges. In answer to an inquiry why the Govern- ment should pay out the money necessary to keep im repair the bridges about Washington Dir. Ingersoll very justly replied that during the five years of the war the Government, in the use of these bridges, wore them out toa Freater extent than the ordinary travel of the public would in twenty-five years; and that was & reason why the Government should make the bridges good, even if there were no other reason. We have not space to-day to refer to other matters of District interest in this debate, in which allegations were made needing attention, but propose to do so hereafter. q7ec that the din ington with t via the Long Gey.
