S Fowler, of New York, on Phrenology, Love, Marriage, and other interesting subjects, —+—— Board of School Trustees. A special meeting of Se Board of Trustees of Public Schools was held last evening at the City Mab, Dr. F.S. Waish in the chair. Mr. Tustin presented the application of Emma J. Gigs lor position as leacher. ferred to the Examination Committee, H Mr. Brown, from the Commitwe on Accounts, said he was not prepared to make a fall report upon the bills of Mr. W. D. Shepherd, because the commitive Bad not come to any defiui @ivsson. Mr. Shepherd had made out new Bills according to the reductidus made by the teommitire, and claimed that many of the articles Were reduced to a sam below the market prior. Mr. Shepberd also contended that many of the articles furnished by him were of a better quabity thas the «amples which had been pro- ured by the committee. It was diffi to aseeriais what would be a fair average price ‘wales all the articles which had been furnished sbewid be examined. Mr. Shepherd hal made vt new bills with deductions, the total amount of wbteb bills were $1,591.22, and the total gmourt of the bill as reported by the committee Was $1,604.15, gr $197.07 less than the bills ren- ‘dered by Mr. Shepherd. This Mr. Shepherd was willing to accept as a final settlement of me bill, except as to the charts, whieh were to be returned. Mr. Woodward said if these charts had been erdered by the Trustees, it was not right to re- wre them, as some of them were worn amd not <a good as new. Bir. Tustin moved that the whole subject be med until the next meeting. Mr. Woodward said he had worked hard to settle this matter, and he understood chat ove third of the deductions should be added to t bills as reported by the committee. He thowzht this would be just, and give Mr. Shephepd fair market prices. He thought there was'nd pres- pect of the committer agreeing, aud therefore Wendered his resignation as a member of the Committee on Accounts. Mr. Brown said he was willing to settle all the bills except that of the Third Distrect. Mr. Clarke said be bad not had time to fully examine the new bill of the Third District, but thought it was correct. He would like to have # short time, however. to examine the bill. Mr. Wilson said each member desired to vote wnderstandingly. When the bill was first pre- sented the amount was very large, hence it was thought best wo examine the same. He desired to eve justice done to Mr. Shepherd, but thought it best to leave the matter with the committee Bat] they could reach some definite concin- | sicn. He thought the best pian now was to ave the committer on supplies to invite pro- posals for all artucles not mentioned in Mr. be and make contracts for ‘The motion of Mr. Tustin was adopted. Mr. Woodward offered his resignation as a member of the committer en accounts, and on motion of Mr. Tustin, it was laid on the tab-e Mr. Brown offered the following, which wa. adopted Rewoleed. That the Commitiee on Supplies be, and are hereby. instracted to invite préposals for furnishing the public schools with such ar- tieles as may be required, which were not spe- cifically named in the contract with W. D. Shepherd: that they accept such bid or bids as they may deem most advantageous to the cor- poration of the city: that such articles asare not sufficiently designated in kind and quality by their trade name be reqmired to be furnished according to sample, and that the committee be further instructed to report the results of their action at the aext regular meeting of the Board Mr. Rhees submitted the following resola- which was adopted excived. That Mr. Shepherd be requested to Present his full account to the tst of March to the Committee on Accounts, who shall report on the seme at the next reguiar meeting. Dr. Croggon said in the Fourth Disirict the articles ordered from Mr. Shepherd bad always been received at the hooks Mr. Clarke presented a communication from Mr. Shepherd. sta°ing tnat he bad endeavored to have the bills acjusted honorably and satis- factorily, and sought to correct all errors which sometimes occurred on account of several clerks having to fur rticles and ake charges.
