The gay and festive figutrs of the B. of S. do not seem to be bound by the Inw that pronomnees figures incapable of untruth. It argues beget « bres who pay the cost of mamtaining bands, are better entitled to their music cogent than the few officers and men con: with the garrisons and vessils to which they are at- tached, and thinks that if they were to play at stated periods in some accessible and agreeable place of public resort, a direct and important contribution would at once be made to the educational resources of the people. The point seems to us to be well taken, That the music of the marine and military bands in the Capitol and President's grounds in this city contribute largely to the pleasure and amprove- ment of the public afi must admit; and we do not see Why a rule or practice that works ad- vantageously in Washington would rot apply ‘with equal force to New York and other places where military and nayal bands are sistioned. They are pretty costly luxuries; but if they were made to add something to the general en- joyment, the cost of keeping them up would be much more cheerfully borne.
