A long and animated di-cussion arose on the question of adding to the appropriations for the ngte-sional employes the twenty per cent. allowed last year, and which is omitted in the bill as reported. Finally, the twenty per cent. proposition—so far as it applies to the employes of the Senate— Was carried—+7 to 36, Mr. Farnsworth moved to strike ont the item of $3500 for packing boxes for Senators Agreed to. The 2 per cent. addition to the pay of the House employes was, by consent of Mr. Wash- burne, of Illinois, agreed to—with the notifies tion by Mr. Washburne that he would ask for a vote on it in the House. Mr. Maynard made the point of order, that a paragraph in the bill requiring the Secretary of War to detail a military guard to act in the place of the Capitol police, was independent legislation, and therefore not in order in an ap- propriation bill. The Chairman sustained the point of order, and the paragraph was struck out. Mr. Brooks said he did not believe that that paragraph bad come from the Committers oa Appropriations. He though! it must be a mis- toke, or must be the work of the printer's devil. The committee, at half-past four, rose.
