Are our City Councils aware that there is Bow a bill before Congress taking the Canal franchise from the city and granting it to a Private company, and that its passage is being Actively urged on the ground that the Oorpora- tion of Washington has utterly failed to put the Canal erthe gable condition,and that there is no probability that the Corporation will ever clean it out and putitim repair? Such is the fact, and the bill referred to has for its preamble the following words “Whereas the Chesapeake & Obio Canal, and the Washing- ton city Canal, are the channels into which all sewers running westerly and southerly from that portion of the city of Washington lying northerly and easterly of the Canal empty: and whervas itis important tothe citizens of the | both ina sanitary | District of Columbia that and commercial point of view. the Canals afore- said be deepened and kept in good and naviga- ble condition: and, whereas said Canals, their locks, bridges and basins are now in a state of dvapidation and decay; therefore, be it enact- ed, &e 2” It is a mortifying admission to make, but it mst be 4 that the parties who ere ng this argument before Congress for the advancement of their private scheme have ground for the assertion that the Corporation is never likely to deal with the canal nuisan effectively. To be sure a bill was passed some time ago through one branch of the Councils, making an appropriation for thoroughly clean- ing the canal, and repsiring the dilapidated Walls, but it seems to sleep the sleep of the dead im the other Board. The question simply resolves itself into this: Is it desirable for the Corporation toretain its control ov canal? It not, then let it go into private hands, and let the experim private enterprise can sueceed in making this nasty ditch more Temunerative and less repulsive. But even in this event it is worth while for the Cor consider whether the city should not re benefit from the franch nd keep in its own bands the power of lettmg it out for a series of years at an annual rental; the franchise and improvements to revert to the Corporation at the end of a stipulated time. before Congress should pass, the Corporation ‘Will not only lose, irre bly, all right or interrst in the canal, but not a penny’s worth of equivalent will be received. It is quite certain that if the present do-nothing policy is maintained by the Councils in regard to its repair, that the bill now before Congress “incorporating the Georgetown and Washington Canal and Sew- ter (such as tha erage Company,” will become a law this Session. From the interest manifested in fashionable circles, and the large ssle of tickets, it is saf+ to sey that their formances bere will be greeted by brilliant and crowded houses. There was an immense house at the French Theatre in New York on Friday night to witness the last evening representation of the “Grand Duchess” in that city. A New York paper “Under the inspiration of such a house, the Grand Duchess” was given with @ven more than its usual brilliancy and effect. Encores were frequent—boquets were abundant. The dance at the end of act second was wildly ap- plauded, and was repeated. “Fritz” and the “Grande Duchess’ were called before the cur- tain, and thereafter, in answer toa general call, Manager Bateman led Mille Tostee to the front.” Late abvicks from Cuba report a mortality among the fisheries of the Florida coast and Gulf of Mexico, due perhaps from the emana- tions from the submarine volcanoes and other disturbances caused by the recent earthquakes, ‘The water in the harbor of St. Thomas is said to have become se fetid as to render the slight- st agitation of it painfully offensive.
