THE EVENING STAR. The Largest Cireulation im the Distriet, CROSBY S. NOYES. WASHINGTON CITY MONDAY.......... DECEMBER S7READING MATTER ON EVERY PAGE. SEX OUTSIDE FOR INTERESTING TELE- GRAPHIO AND OTHER MATTER. THE COLUMBIA I STITUTION FoR THE DEAF AND DU ‘The educational amd benevolent. estthatons Of the metropolis are not @s fully known and appreciated as their worth and attainments Gemand; indeed, few of our resiaents realize that Washington is fast becoming a center for euch, and that within the District limits there &re those that are equal if not superior to anyeimilar tmstitutions in this country or the world Among the principal of these {s the institu. named at the head of this article. and we we been struck with its rapid growth and prosperity, as evidenced im the annual report of the trustees just published. Probably there are many amongst us who if aware of the ex- istence of snch an institution, know notning Of the magnitude of its design or the rapidity of its advancement. From the little frame iiding im which it Bad its erigin, on the borders of Kendall Green, in the northeastern section of the city, numerous fine buildings ¢ spravg, which will compare favorably with any of the city’s improvements, both in Size and beauty of design, many ot them being architectural gems. and decided innovations om the staid, stiff and homely structures so generally presented fo the eyes of Washing- ans. A special feature in the history o¢ thie imetitation i+ the notseless and unob:ru- sive manner in wBich such great results have been accomplished. by which s great philan- thropic work has been inaugurared and al- ready carried to such @ point as to give ic rank with the foremost, not only here bat in Enxrope. In February (ast, the Board of Directors Adopted a resolution instructing the Presiden; to vist the sebools of Great Britain, Fra: Prossia, Germany, Belgium, 8: Italy, examine carefully inte the merits of the Yarious methods and systems pursued therein, make full memoranda of ail facts of value elicited, and report the result of his labors tg ‘be Boara. In pursuance of these instruction: Gen: Gallaudet visited Europe and e: the workings of fifty-four distinct ins for ceaf mutes in fourteen countries, the r eulteof which are given in the very able sud comprehensive report before us. So wide s tour of tmspection of schools of this class has never before been made by a single individual, The results deduced and opmions formed by Dim are therefore entitled to special considera- tion. Im Bis report he divides the estadlis! ents be has seen into three classes, accord. to the method or system of instruction em- Plosed First ‘Those tha: make use of “The Natural Method,” founded by the Abbe de I'Epee, in Paris, {2 1760, whereim the sign language is the Dasis of effort, Secondly. Those conducted ow “The Arti. Sctal Method,” founded by Samuei Heinicie ‘= Germany, 1760, and which bas for its prin! cvpal arm the development by unuatural pro- ceates of the power of speech; and ‘Ttirdiy. Those schools which make use of what may be termed «I'he Combined System.” where an attempt is made to Rarmonize the valuable elemeuts in the two methods origin- ally {2 opposition to each other. Im schools of this latter class the greatest Gegree of progress is attaiued, and the report recommends the adoption of articulation as a reguiar branch of instruction to ali those capable of success. it ss found that less than a majority of the cent snd dumb cen acquire artificial speech to ay ‘Rich my render it a valuable accomplishment; hence the sign language must continae to be the basis of general effert 1 behalf of this class of persons—thus demon- | ! stating the wisdom of the early teachers of | mutes in this country, who preterred the Frenet to the German metaod. ‘The interesting fact was established in this foreiga investigation that no country im the world has carried the practical education og :b® Gest and dumb to so high a point as has been done in this country. To our city belongs tne honor ef possessing the first ana (thus far) the on ly college for deaf-mutes in the wortd. ‘TRis department of the Institution was opened tm 15/4, @nd already contains thirty stadents, rep resenting fifteen States of the Union, having Attracted also, by the superior opportunities it ‘s eanbied to offer, one young man from Eng. tard. ‘The public geverally, we conceive, know so little of the Bistory and progress of this unique ecucational undertaking, that we propose to iny before them an account of the origin and eTown of what is now a leading aud repre- senrat: stitution. Daring the years 1<35-6 Ac adventurer brought a few poor deat-mute chileren to this city. and opened a private schoo! for the instruction of this class of per- sous, imctuding the blind as well. He succeeded im enlisting the sympathies and co-operation ot many bdenevolent citizens, among whom Hon. Amos Kendall, Rev. Dr. Sunderiand, W_ W. Corcoran, Esq., George W. Riggs, Exq.. James C. McGuire, Esq., and David A. Hall, Esq., of this city, and the late Wm. H. Edes, Esq. and Judsos Mitchell, Esq., of George- tows, may be mentioned as the most promi- bent. These gemtiemen gave largely of their ime or money to the underiaking, and at jecg:h formed an association, and petitioned ‘Cor gress for an act incerporatiag the «Colum. bis Ln stutution for the Deaf and Damb and the Tac i MACTLATE CO Burd.” Sack an act was passed in February, | ie Before this, however, the disrepucable ana unreliable character of the person referred 1 & L@ving & private school for deaf mutes a@ppeared, and be took no part in the t ta. ton, a8 it existed under the Inw of Congress: Io May. 1*57, Edward M Gatiaudet, then an | '* ctor im the parent American uatution, establisged by bis father ia Hartford, Connec- tieat, early in the present century, was invited Curing the first year the institution received eigbteen pupils ‘The buildings used for the ixstitation were Of S temporary cRaracter—one having been presented, togetmer with two acres of ground, by Dir Kendall, and the other on an adjoining Jot being rented. In 1559 Mr. Kendall added to Bis previous benefactions by erecting on the lot already given, @ substantial brick strac fore af cost of about eight thousand dollars making (his @ver to the institution as a gift, 9; ts completion. From the first, Congress apport of the institauon, by mak- tions sufficient to meet ail its crceseary Snaual expenses, and when in i+ 2 « Decame necessary to enlarge the bufidings, Ac *ppropriation of nine thousand dollars for (nat purpose was granted without objection. Ln inié, te ides of a collegiate department which Bad been previously advanced in re- ports of the institarton, was developed—Con- grees passing @ law in April of that year thorizing the institution to confer degrees in the Arte aud Sciences, and in July making an appropriation of twenty-six thousand dollars to secure & tract of land suitable for the work of the institution in its new field of operations. On the 26th of June, im this year, tne colle. giate branch of the institution was publicly iuangurated, and Mr Gatiandct, whose posi tron Bad been that of superintendent, was ‘ow installed as president, Mr. K endall re- uring from tha: office, bat retaining bis con- nection With (be institution im the capacity of Girector. The «phere of influence ocenpted by this ia- surution is oue of peculiar extent and import- ance. It isan interesting fact that of the young men who bave come to (he college from dis- tant States, four are sons of men who served in the army during the war; and it will reflect 8 lasting glory on the humanity and paternai cbaracter of our general Government, that in the midst of its most trying years, when re- bellion riged and foundations were shaken, Sn institmtion like this could be organized and carried into successful operation. The institution is peculiarly fortunate in its directors snd faculty. Among the former are some of our most prominent and esteemed cit- In President Gallaudet is combined a philanthropic love of the work in which he is engaced, greatexecutiveabiiity and an amount of energy which is shown in the results al- ready reached. He is supported by & very able corps of professors and teachers, amongst whom are Profs. Pratt, Porter, Fay, and Spencer. We sotice, also, that the talentea and much esteemed Senator from the Granite State, Prof. J. W. Patterson, shows his inter- est in the noble institution by acting as Prof. of Astronomy.
