A greet amount of strategy has been re- sorted to in order to draw out certain members, but in all cases an entire reticence has beep sbown by them. That there will be three reports there is no doubt, one favoring impeachment, auother censuring the President, and the third ses- taining Bim, but which will bethe majority r2_ port is not known, nor can it be at present as ecrtained. As scon as the floor can be obtained on Mon- day, the several reports will be made, and the members of the Houre will be immediately supplied with printed copies of the testimony taken by the comm ‘Tax ComMAND OF THE FirTH MILITARY DistTrict.—General Hancock was expected to arrive at New Orleans last evening and enter Upon the discharge of bis duty as Command-r of the Fifth Miltary District. Brevet Major General J. A. Mower, Uolonel 39th Infantry, who has been acting Commander, will be re- lieved by General Hancock. Upon Gen. Sher- idan being relieved, Gen. Mower w: ‘ign. ed te duty according to Ris brevet rank, in or- der that he might discharge the duties until the arrival of General Hancock. The law requir- ing that the District Commander must be of or above the rank of Brigadier General. Upon General Hancock taking command General Mower willbe relieved trom duty according to bis brevet rank, and immediately return to his old duties as Commander of the sub- Dis- trict of Louisiana. It is very probable that the President will direct that General Mower be relieved from commadd of that sub-district, and assigned to some other, or be ordered to his regiment. Tue Corton Tax.—Judge Kelly, of Penn- sylvania, will Introduce the following resolu- ticn into the House oa Monday, acder call of the States: ‘esolved, That the welfare of the people, the maintenance of the faith and credit of the Govern: al of the tax a} xisting Jaws on cotton and the productions and manufacturing industry.’ It as intended to take the sense of the House on this resolution. with a view to the passage of s law repealing the tax. Judge Kelly hes made a canvass of the House, and expre+ses the opinion that his res- olution will pass by @ considerable majority. A strong opposition will however be made to the repeal of tne cotton tax by the wool in- terest. It will be urged by that interest thst wool is taxed tweive per cent., and that there is no good ressom why a discrimination should be made against woo! in favor of the product of the South. Tue CuaiRMansuir.—There has been an animated canvass by theirtriends respectively in behalf of Gen. Garfield and Mr. Hooper for the position ofchairman of the House Ways &nd Means Committee. We have reason to be- lieve that the question has been settled in ft yor of Gen. Garfield, whe, it irged, bas the capabilities of a ready debater and skilfal tai tician to qualify him for the leadership of this important Committee. SURRATT —it has not yet been definitely settled whether the new trial of John H.
