NATIONAL DEPARTMENT OF EDUCATION An ofMfcial circular, just issuea by Hon. ry Barnard, Commissioner of Education, .Snd addressed to State Superintendents of Education, contains a docament intended to | embrace every provision found in the several Constitutions of each State respecting Educa- tion, Literature, aud Science. The Commis- sioner says he is now engaged in preparing a volume to be entitled “The School Codes of the United States," intended to embrace the earitest school Inw of each State, a brief notice of all subsequent ‘egisiation on the subject, and the provisions relating to public instruc. tion, as they are found in the authorized statutes of the State up to January 1, 1853, He ts also collecting the official school reports ofeach State, and other material for @ report om the condition of Public Schools and other Iastitutions and means of Popular Education in the United States in 1866-"67, to be ready for presentation to Congress, if called for, coon after January 1, The Commiesioner is also @dding to the material which he has been collecting since 1835, as opportunities of travel and research permitted, for a historical Devel- opment of Education in the United States and other portions of America. In answer tonu- merous applications for plans for structures tor educational uses, forrursl and city localt- ties, for graded and ungraded schools, he preparing & document in whicn the latest tm- provements in School Architecture will be in- troduced, and he proposes to make, with the eo-operation of Congress, his own collection of educations! books, documents, and material helps ef instruction the nucles of an Educa- uonal Library and Cabinet in the Department | of Education at Washington. | GOVERNMENT BONDS REDEEMABLE IN The Secretary < the Treasury yesterday | Qddreesed a very important letter toa gentie- i man in New York in reiation to our finances | in which he says" “1 consider the faith of the government pledged to pay the five-twenty bonds when they are paid in coin. There need be, 1 think, no apprehension that they ‘will be called in at the expiration of (5° years trom their respective daces and paid in United States notes. ‘The United States notes were is- | sued under the pressure of a great necessity, and are, by authority of Congress, being rapidly withdrawn from circulation. | No more can be issued uuder existing laws, nor can I believe that any consider. | able number of the members of Gon. | erers would favor an additional issue for aby purpose whatever, much less for the | purpose of paying bonds in violation of the express understanding under which they were | pegotiated, The policy of contracting the cir- | culation ef Unite States notes, adopted by | Congress and being steadily pursued by tue Secretary, should. of itself, even if the honor of the nation were not tnvolved in the ques tion, satisiy boiders thet Five-twenty bonds will not be calied in and paid before maturity in a depreciated currency.” TEAMER JAPAN, Late | WALL—As several Washington boys are on the iron-clad steamer Jepzr, formerly | Stonewall, which sailed from Fortress Mon- Toe on the 2th day of August for Japan, their friencs here will be glad to hear that a letter has been received in ta's city from one of them, | dated at Barbudves, Sept. 15cm, whieh port the vessel reached sfter a passage of ten anda | Balf days. THOSE SuiRts.—Thurlow Weed, in his rep!y to the allegations of Mrs. Lincoln, charging ingratitude upon ibe Republican leaders, says “Mrs. Lincoln's propensity to sell things was manifested eariy, and beforeany necessity was toreseen. If our information is reliabl of Mr. Lincoin’s new linen shirts almoet before the remains, which wi ed in the twelfth, had started for that from whence no traveler returns.”* There seems to be no doubt that the above sale was really made—the proprietor (now de- ceased) of & prominent avenue restaurant | being the purchaser. ‘bourne NATIONAL THBATRE.—In the large audience present at the opening of the dramatic season | at the National Theatre last evening, were Gens. Grant and Sherman. Chantraa’seccen- tric delineation of “yam” was as effective as usual. Itis unfair to judge a wew company cn their first night, but enough of them was seen last evening to warrant the expectation that they will give satisfaction io the critical | @udiences which assemble at the National, “Sam” will be repeated to-night. Cot, MussMokR's Successor. PHILADELPHIA, Oct 8—The election thas far has passed off very quietly. Up to twelve o'clock the returns received from the various wards show,a falling off of about ten per cent on the aggregate vote polled last year. The state of the balloting in each precinct is announced every hour. The returns up to noom indicate that the Re- publicans are not votiag as rapidly as last yenr, and the falling off seems to be princi- pally on their side. The Democrats are not increasing their vote and ecareely hold their own. The complexion of the returns thus far indicate that the Re. | publicans will carry the city, butby a reduced majority trom Iast vear. The voting precinets are so. divided up that thers is no excitement or crowding at any of the polls, and reaily very little appearance of an election going’on. The Democrats have hired an omnibus, which was driven abont the streets with the inscription: “Vote tor the Soldiees of the Union, not the negroes in this car.” ‘The Kepublicans have also a large car with aband of music, with tle following iascrip- tion :—“The flag is free. Vote the whole Re- publican ticket.” The principal contest is for Sheriff and Judge of the Court of Common Pleas. The Republicans are not supporting Crowell, for Sheriff, as was expected they would. Gene- ral Lyle, Democratic, scarcely runseven with the rest of the Democratic ticket. Republicans are betting they will elect al their county ticket by 2.000 to 5,000 majority. In some precincts where scratching has been almost unknown heretofore, there are scarcely two candidates who have received the same number of votes, while imothers where cutting has always been carried on there Ras been little or none to-day. ‘The scratching appears to be principally upon the Judge of the Common Pieas and Sheriff, and there is not as much cutting as might have been expected, atter the im- menee efforts made by the friends ef JudgeLudiow.
