The election passed off qui- etly, though great efforts were made to prevent voting.” LIFE SURANCE ON THE CO-OPERATIVE PLAN, We yesterday published a report of the pro- ceedings of the meeting held in this city oa Wednesday evening toerganize what is called &# Boneficral Life Insurance Association. So far as itis proposed to reduce the expenses of tbe as- sociation to a minimum, and to baye the balk of the proceeds go to the benefit of the famiites of deceased members, instead of a large portion going as salaries to officers, and dividends to stoekholders, and others of “the favored few,” 88 1n most companies, the plan is a good one" An association with these as its general fea- wres, and with certain necessary limitations so hat it may not bear hardly oa particular members is practicable, and there is no reason why it should not be successful. Bat if itis proposed to allow all persons—the old and the young, the weak and the strong—to become members, the scheme is partial and unjust. The halt, the Jame, and the blind, those en- feebled by age, or weakened by illness, would sfek to avail themselves of its benefits in such numbers that younger and stronger men would be deterred trom joining. There should be a &rSduation of fees according to age and health. Age is generally easily ascertained—it leaves ‘UBnerripg Marks—but as to disease, a medical examination is necessary to determine its character and extent, We know of many instances where men, apparently m ropust health, have been found, on amination, to be affected with a disease of the Reart or some other organ, likely to result in death in a short me. Life msurance companies have long ago abandoned this feature, because the chances | are all against a man’s committing suicide to benefit bis family. We do not remember any such case of immolation; though pretended self-sacrifice is quite common. Let him in any event Baye his proportionate share of benefits, even ifit is much less than be would be en- titled to if he had continued to “pay up.” Gov ARTILLERY. ‘The Baltimore papers publish this morning copies of the correspondence between the suthorities of Maryland and the War Depart- ment at Washington in reference to the appli- cation made by the Governor for commuting for ordnance and ordnance stores the quota of arms due the State. It appears that Mr. Stan- toa did not refuse such commutation as would netexceed the amount due to Maryland, but that General Grant expressed a deubt whether the law authorized him to issue all arms of one kind, and that he still has the matter under consideration. THE ArPLicaTion FOR PARDON OF A. H. STEVENs.—The President bas not yet consid- ered the application for pardon of Alex. H. Stevens, of Georgia. The papers are now on Me at the Executive Mansion, and will be taken up by the President next week. He is Strongly recommended for Executive clem- ency and there seems to be no doubt that the pardon will be issued. FRAUD UrOm THR PENSION OFFICE.—James L. Floyd, of Colum bia Mille, Maine, indicted for subornation of perjury for the purpose of securing the payment of a pension from the U.S. Patent Office, plead guilty to the indicted before the United States District Court in Maine, and was sentenced to one year in the Penitentiar: s7-Mr. Wm. R. Cole,formerly connected with the Baltimore Clipper, and tor several terms of the Maryland Legislature the Clerk of the House of Delegates, has returned to journalism, connecting himself with the editorial manage- ment of the Baltimore Commercial, now pub- lished as @ penny paper. Tue WHITE Hovsy.—A number of visitors were at the Executive Mansion to-day, all of whom had an interview with the President. Secretary Seward, General Grant, General Steadman, and Hon. S. J. Randall, of Penn- sylvania, were among those who had an au- dience with the Executive to-day. INTERNAL REVENUB.—The official records show the receipts of internal revenue for three months in last year—namely, from June 30th to September 30th, 1866—to be $98,937,162.35. The receipts for the corresponding months this year—namely, from June 3vth to September S0th—were $55,766,314.42; showing that the re- ceipts for the three months this year were less than the same quarter last year by $13,070,545.52. Full detailed reports for September havenot yet been received at the office of internal reve- ue; but from those of July and August it ap- pears that about thirty millions of the differ. ence mentioned arises from an increase of the amount of income exempted from taxationand the reduction of the rate of tax on incames above one thousand dollars, and the balance trom additions to the free list, and reductions trom rates upon manufactures.
