RISE OF GOLD The Intelligencer says, this morning: --Risk OF GeLp.—The gold premium is ad- vancing in New York, and has already reach- ed for y-five itis now well known that the amuesiy aud pardon proclamation has had no iufinence whatever upon this movement It may b> true, however. that contemplated or threatened Gabivet changes exert now & considerable influence upon the gold market. But other comsiderations enter mto the sabe ject. Some few demagogues, whose will is ‘sken for the judgment of the people, or rather of the Kadical Congress, are crying out for in- fiation o1 the currency, and no one cam say ‘what expense a Kadical, President-making Congress will make. Besides, we are importing heavily, the cus- toms demand for gold being on the increase. ‘The supply of currency for gold speculations is immeasurable. Paper isin small demand, even at a low rate of iuterest, owing to its ex- cess over the wants of regular business. Tae balance of trade for the last fiscal year is against us by the sum of sixty millions, which we are to pay in gold. Then, again, the foreign mercantile interest in New York apprehends European war, as growing out of the German question. ‘The prospect is, that gold will advance till some time im October, when cotton will come torward for shipment.” In these statements the Intelligencer is part- ly right and partiy wrong. The very heavy current imports are creating an extra demand tor gold for custom-house payments—say some $500,000 per day—and the foreign mercantile interest is hoarding gold under the apprehen- sion ot European war. reason for the rise in gold is the stoppage to a considerable extent et Government gold sales. | ‘The recently published debt statement shows that the amonntin the treasury has been brought down tonear the minimum which it is desira- ble to Keep on Band to meet accruing interest, payments, &c. These additional facts account for & portion of the recent rise. But the chiet cause is, undoubtedly, the revolatioaary attitude lately assumed The business men of the country inter. pret bis purpese to be to put the Nation's public atfairs as far as possible heart at the North; of men bent on re-estab- lishing the principles of the rebellion in the control of American governmental affairs ‘They know this purpo-e of Mr. Jotnson mus weaken confidence m our goveramental ce- curities at home and abroad, and greatly tear the development of other extravagant and damaging vagaries on his part ere Congress meets. His each succeeding act, designed to nullify the reconstruction laws, whether & removal, proclamation, or threatened pur- pose, has been promptly followed by a rise in gold. This will continue not only until Octo- ber, a8 the /nfrlligencer says. but until Novem. ber ist, unless the result of the approaching lections shall endow nim with something akin to discretion. He proposes to change nis Cab- inet after the Pennsylvania election, if the Democrats carry that State. The fear that he wil place wholly untried and irresponsible men in their positions will continue the Tise in gold, doubtless. However objection- able, politically, the present Cabinet may be. as administrators of their respective trust, they bave the country’s confidence. The fear that they may be succeeded by a cabinet nomiaa- ted to Mr. Johneon by the agents ot the whis- key frauds men, the speculators against the integrity of the administration of the Treas- ory affairs, and the direct and palpable rebel - leader interest, all of whom are powerfully represented in Mr. Johnson's kitchen cabinet, Will be Likely to keep gold going up unti) Congress may be able to vindicate the public interest as assailed by “my policy” as now being carried ont. THE IMPEACHMENT CONSPIRACY. We have heretofore referred to the mis- ebievous publication of what purports to be Washington news, but is very ofton pure fab- rieation OF gross exaggeration of facts by gewspaper men, ambitious to furnish their respective journals, not with the latest known. tacte, but with anything in the shape of spec- ulation or surmise which will create a sen: Son.
