VENERAL SHERIDAN No one familiar with the tendency of affairs | at the White House was unprepared for the removal of General Sheridan as announced yesterday by the Stan. Mayor Gen'l Thomas, who is ordered to Louisiana in his stead, coin. cides with General Sheridan im bis views of poblic affairs. and will, doubtless, administer | bis trust just as his predecessor did. Genera! Grant (in the 5th clause of bis order carrying | out the order of the President, substitating General Thomas for General Sheridan in Lovisiana,) explicitly directs that the former | ‘will continue to execute all orders he may | find in force in the Fifth Mihtary District at the time of his assuming command of it, unless authorized by the (General of the Army to annul, alter, or modify them.” ‘This means simply that he elects to Keep with- im his own hand all the power to direct the Acts of the several military commanders de- volved on bim by Congress, intending to sur- THE ALLEGED FRAUD! oe TREASURY DEPABGE We bave heretofore aetna to'the charges! cf frauds inthe Treasury Department, ma ie in a New York journal, which would seem to! be published with the sole idea of destroying confidence in the management of that branch of the public service. ‘Stich acdusations are always more or less mis@bieVou!, bat in this case, as we have already stated, they were almoet powerless in impairing the national credit. This is 3 matter in which every mem- ber of the community is deep!y interest cause if con! destroyed or weakened, every business | est is affected unfavorably, and the whole people suffer. This assault was compara- tively harmless, for two reasons':—First, be- cause in financial circles it was well known that the charges came from par- lies interested in breaking up the Ourrency Bureau. The contractors for priating certain denominations of National Bank notes nav- ing lest their profitable job through the deter_ mination of the Department to print euch notes, hereafter. in the Uurrency, Bureau, and hay- ing failed in their efforts to sell their printing machinery to the Treasury, the animus of these atiacks is fully shown. Second, the,.charges were loose, and not at all spectfic, (euch as ‘any irresponsible persons may originate every day in the week,) and were unaccompanied | with a word of proef to sustain them. Such | | | render none of it to the President, who, under | the law. is also divested of all responsibility | a pein ip the premises. This determination of Gen. Grant will prove a great disappointment to thoee who induced the President to removo | Sheridan, whose object in bringing that about | ‘Was to procure the annulment, alteration or modifcation of his orders and acts. in view of these self-evident facts, we can only | see im General Sheridan’s removal an the substitution of General Thomas in hi stead. an increase of the breach between Gon- gress and the President, likely to increase the chances of the enactment of more stringent legislation towards him. It is now clear that there can be no pretence that he ts carrying out the reconstruction policy and laws of Con- gress according to the intent of the framers of those acts; nor do we believe that he will stoop to allege anything of the sort in his next annual message. The country should be pre- pared to eee Congrecs begin the session in November by the prompt initiation allegations, however, are calculated to hava unfavorable effect abroad, where the facts ara not fully known, in lessening the demand for our Government bc ads, thus depreciating their value at home, and we are, therefore. glad that the Secretary of the Treasury has deemed it proper to deny their truth, which he does in the following letter : TreasuRy DEPARTMENT, Ang. 17, 1867. AH. Van Dyck, Eq, Assis’t Treas’r, New York. Sir: 1 have received from you Nos.1 and 2 of the Globe, which seem to be devoted to as- saults upon the Treasury Department and ine No man in the country bas a deeper interest than myselfin Knowing whether or not there have been over-issues in the Printing Bureau of the Treasury Department. I have, therefore, | as you have already been advised, caused a | of measures to test whether the President , mey law fully set its ction st defiance. is no question in Oar mind as to what will be the re-ult of this contest. We believe that the There | country fs at this moment more fixed than ever | in the purpose of snstaining Congress, in the beliet that every thing done or attemptad by the President in opposition to the purposes of bat body hss resulted unfortnuately tor the South, and for the country at large, by post- pouing the consummetion of reconstruction and increasing the stringency of its terms. What ie wanted is to pnt an end to all uncer. tainty in the matter, the necessity for which Congress will surely realize, and will promptly provide tor it. THe MiLiTaRY CoMMANDERS.—Data,” a | correspondent usually well-posted in the pur- poses of the White House, says: «It is probable that General Thomas may succeed General Sheridan, and 1t ts likely the other district commanders may be requ to come at the same time. There is also a pos- sibility that one or two cbanges in the com- mands at the district: may take place. but this action of the President will be definitely determined by the tuture course of these dis- trict commanders.” The intimation in the last paragraph of the above extract, looks very much like a crack of | the whip in the direction of Gen. Pope. MusTERED OUT.—Under the provisions o, general order No. 79, May Ist, 1855, the fol_ lowing named officers, being’ no longer need- ed, are honorably mustered out of service: Capt. W. B.
