CONFIDENCE IN THE PUBLIC CREDIT. The public is so surfeited with sensations— Feligious, political, and financial—that even the most highly spiced special correspondence, And startling disclosures by telegraph. in the newspapers, fail to have any effect on the community. This want of faith in “astound- ing revelations” is one of the consequences of the reckless magnifying of ordinary events, and of the transmutation of mere rumors into matter of fact, by which many newspaper men endeavor to make a splurge and achieve The public, now- ever, is partially responsible for this state of things, because during the exciting times through which our those journals which contented themselves ‘with the eimple narration of ascertained facts, and ignored rumors, were characterized as behind the times,” &c. One good effect of the present indifference of the people to sensation stories, is shown in the failure of the publication of the “awful reve- stupendous frauds” in the ‘Treasury to excite public interest or create even aripple in the financial current. was not affected, and Government stocks have gone up. Despatches have been received at the Navy Department from Rear Admiral M. H. Bag, commanding the Asiatic Squadron, © «: «Flag Ship Hartford, at sea, Latitude 31 deg, 31 min. north, Longitude 183 deg.47 mia. east, June 3d. 1867." enclosing the report of Com- mander John T. Febiger, of the steamer Ast- barque «‘Rover,” which had been wrecked 10 thesouthward of that Island. In his report to Admiral Bell, dated April 26th, 1367, he says he arrived at Tai-Wi the morning ot April I+th, and immediately forwarded a letter to the three principal jorities om the Island (General, Taotal, and Prefect) informing them of the reported murder of the Rover's crew, aud requesting that an immediate investiga- lon of the case should be made thatin case there were any of the crew still surviving in the hands of the savages immediate steps should be taken to recover them and that a proper armed force be sent so that all impli- cated im the marder be caught and punished in aceordance with Chinese law, also offering to assist in carrying out these objects. An answer was received the following day stating that information of the case had been Teceived, that steps had been taken to investi- gate, and thatan armed force should be sent to bring the perpetrators of the outrage to pun- isbment. After the letters were received, Commander Febiger called is oe the General, Tovtai and Pretect individaally, andthey stated they bad received reliable information that all the crew of the Rover had shared the same fate. Leaving Tai-wan-Fooon the 2ist of April, Commander F. went to Leang Kiavu Bay, near where the marder was committed, and commonicated with the head men there, but they would give no information, neither would they fornish a messenger to the sav- ages, some ten or twelve miles distant. He then proceeded to the place where the murder was committed, where he found a Chinese boat with a crew of four men; they were in- terrogated. but no information could be ob tained from them. The savages made their appearance on the hills ceveral miles distant. Accompanying the report is the letter from Commander Febiger to the General. Taotai, and Prefect of Tsi-wan-Foo, dated April 17, announcing that the American barque Rover, on the 12th of March, 1867, ran upon a rock on the southern coast ot Formosa, and was so much injured that the officers and crew bad to leave the barque to save their lives. The captain, his wife, second mate, and three sea- men went in one boat, and were murdered, after landing, except one seaman, whoescaped. ‘The other boat, with the chief mate and seven seamen, landed near the same place, and it is supposed ebared the same fate. Commander F. then requests the authorities to search for and seize all implicated in the murder, that they may be punished. The reply of those officers states that they will do all in their power to arrest ind punish the perpetrators of the crime, but the savages are living in the mountains and woods, and it is almost impos- sible to use an armed force against them; bat ‘one will be sent. Admiral Bell, in his dispatch, says:—For- mosa is divided between three different races of men—Uhinese, half-breeds of aborigina and Chinese, and wild savages, who wear scarcely any clothing. Many American and European vessels have disappeared eff the south end of Formosa st various times, and it has long been surmised have perished by the hands of the natives and half-breeds infesting that part of the coast. Admiral B. says:—as there is no government to deal with in this matter. 1 shall proceed at once with this ship and one or two others to the south end of Formosa, and break up whatever nests the wretches may have there. I am satisfied that the barbariues of these savages cannot be per- manently stopped until the Government at Peking be induced by the action of American and other foreign ministers at that court to occupy all the villages and bays on the coast, and drive the aboriginals back to the interior of the island. The Jetter of H. B.M. Consul Chas. Carrol, Esq., to Commander Febiger, offering any as: sistance or information in bis power, accom- panies the despatch. Also, the proclamation ot the authorities at Tat-Wan-Foo, for the arrest of the murderers. It will be remember. ed that information wasreceived a few days since to the effect that Admiral Bell had made an aitack upon the savages, and one of our men was killed, but it will be several weeks before a full report can reach the Navy De- partwen’, Disposat Oy Purtic Lanps.—The Uom- missioner of the General Land Office has re- ceived revarns showing that 25,76 acres ot the public lands were disposed ofduring the month of July last at the local office at Bayfield, Wisconsin. Tas New York Tribune of yesterday has an article ceneuring General Grant for his ac- ceptance of the office of Secretary of War, and says: ‘Does not every reasonable person know that had General Grant declined the appoint- ment—which, being a civil office, he hada Tight to decline—ihe President would not have succeeded in removing the War Secre- tary?” ‘The assumption of the Tribune, that General Grant bad aright to decline, is one in which, it we are correctly informed, it is at issue with Secretary Stanton himsel: have it, onthe authority of a gentleman of high character, a ersonal and political friend of Secretary Stanton, who conversed with him on this very subject the day the order for his suspension ‘Was issued, that the Secretary held that Gen- eral Grant, as a military subordinate of the President, could not refuse to obey an order assigning bim to duty in the War Office.— Chronicle.
