THE EVENING STAR. | The Largest Circulation im the District | W. D. WALLACH, Editor and Proprietor. | WASHINGTON OITY: MONDAY. AUGUST 1867. BF READING MATTER ON EVERY PAGE SEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. | FoR THE ACCoMMODATION OF PERSONS leav- | ing the city during the summer months they can have the Stak mailed to their address, by ordering the same at the office, for 12% cents per week, for one week or more. A WORD IN DEFENCE OF A PERSECUTED CLASS. | It has iately become the fashion among | certain politicians to abuse the holders of | Government securities, and the epithets boddy.” «bloated aristocrat,” ‘c., are about the mildest terms employed by a portioa or the | party press in speaking of any individual | ‘who bappens to have in his possession Uncie | Sam's promise to pay. To read some of the iatribes im the newspapers one would imagine tbat bond-holde! e about the worst class in the commanity. The term “bloated sristocrat,” however, is not such an offensive One as itis intended to be; in fact, the poorer bond-hotders—and there are many such who own nothing in the world except one hundred to one thousand dollars in 520’s—rather like it, | They consider tt complimentary to be calied | An “aristocrat,” and would not even object to | the implied reproach conveyed in the term | “shoddy” if they had money enough to sup- port the dignity of the position. But the questions involved have a more | serious aspect. While our country was the ®cene of a flerce civil war, and the armed ens- mies who threatened the life of the nation ‘were receiving the sympathy of a large num. ber of secret foes of the Government in the Joyal North, who gave all the sid and support to the rebellion they could with safety to them. | selves ; there was another class, pretended | friends of the Union cause, but hardly less | mischievous, who, having no faith to the sta- | bility of our republican institutions, not only | reruaed, themselves, to aid the Government by | investing their mears in its bonds, bat dis- | couraged such investments by others The | Joyal men, on the contrary, who firmly ba. | lieved in the ultimate triumph of right over | ‘wrong, and who determined, no matter what | the result, to stand or fall with the nation, no: only gave liberally @f their private means to | raise and equip men for the contest, but proved the fai(h that was in them, by freely investing in Government bonds. Now that the war is | over, all the ayowed euemles and weak-kneed | friends of the Union, finding tnat those who gcve of their means to sustain the Govern. ment made good investments and are likely to be repaid, are clamorous to have the Govern. | ment bonds taxed, some going even farther, | and advocating the paying of the gcld boads | tn greenbacks. An il! fon of the so-called arguments ce! these iriends of repudiation was gtyenin the New York £zpressa few dayssiuee. ‘Tha, | paper, in @ fippant paragraph, asked why, ir | iarmers bave (o take greeubacks for their pro- cuce, holders of Government securities should not receive them for their bonds? The writer | pretended to believe that his position, thus, stated. was unauswerable. We say pretended, because be no doubt knew better, and merely ve for political effect amongst the ignorant snd il-intormed. Does not the farmer get geld, or gold value, which is the same thing Jor bis produce? Yes, and more, for it is wel] kuown tbat the prices of farm products, with other things, bave advanced in a greater ratio than celu. Reduce values to the gold stana. Bra. pay the farmer in coin, and he will nog reeerve as much as he does now. But how 15 it with the bondholder! Haye b.s securities advanced in the same ratio! Notatall. His bonds, so far from be- ing worth ss much as the gold the Govern. Inent ts pledged to pay for them, are worth bu; very little more than greenbacks, But sap. pose they Were not. Suppose they were worth the gold. He invested in those bonds because he had faith in the Government's ability to pay gold for them, as it promised to do, and the United States bas no more right to repn- | aiste a part than the whole. If 30 per cent. | con be taken from their value, so can 50 per 5 per cent, 100 per cent. If this debt be repudiated, so eam others. The Gov- | ‘ment Bas just as much right to pay soldiers | od civil employees, contractors and others 30 per cent. or 50 per cent. less than it agreed to | py them, as {t hus todo the same thing with | the bondnoiders. To return to our farmer. If | it be urged that be has to pay more for all he | buys, and so does not get the advantage of the bocTease on the price of his produee, or its gold | value. why the same argumen: applies to the | bo ndboicer. He is no better off. We might safely let the matter rest here, buy | bere is nuother fallacy of these advoca‘es of | repudiation which we may as well notice, ‘They try to get up a feeling against bondhoid. ers becnuse they are rich men. This is an old dodge. jf the allegation was true, it would not alter tbe cts as we bave ‘ted them, nor | ion of the Government any , car mike the oblig Jess binding. The rich man is as Mucd entitied to justice as the poor man. But it is well | kuown that millions of these bonds are held by poor but loyal men, who, many of them, in- vrsted all their little sayings to help the Goy- eroment inits hour of need. Will the Go: eroment repay their patriotism by swindling them! If ic does, then it may with troth be Suid thar “Repubsics are ungrateful.” Of the efect of ‘Re proposed measure on our standing abroad, where a large amount of bonds are held, we torbear to speak, as every reasonabie | person knows that repudiation would tuflict nu indelibie stain upon American character. cause & biurh to mantle the cheek of every bonorable man; and make every citizen of the | United States travelling in Europe ashamed | to Avow bis nationalit 10N Keptuchy bolds her election to-day for State cficers. ‘There are three tickets in the flelad— the Republican Union, the Democratic Unions Sd the Democratic Confederate. The tater Will undoubtedly succeed, and secure their candidates by a large Majority. The Cincin- matt (az-tle (Union) of Saturday names the Uckets in the following order —First, the Dem- ccratic, or Confedera e, which represents the rebel spirit aud threatens largely. At the head 1s Jobn L. The election in Tennessee tact week, which jection of Governor Brown- Jow by 50,000 majority, will be followed by the gubernatorial election in Kemtacky to-day, which occurs once in*two years. There is no doubt expressea Kentucky of the success of the Democratic Conteder ‘which bas nominated for Gov a M. Helm, but the Union men in that eyen talk of appealing to Congress, aé they repre- sent that every mam on the Democratic Con- federate ticket bas been im some way 60! nected with the rebellion. Several Southern ‘States used to bold their elections this month, Dut as the military commanders will not have the registry completed at the time designated by Iaw for the elections, it is impossible to say when they will vote. Formerly, Alabama, Arkansas, and Texas, voted on the first Monday in August, which tais year will come on the Sth, and North Osro- lina voted on the second Tharsday. The next election outside of the unreconstructed States will be that of Vermont, whieh will occur oa the 3d of September; and the day after, Usk. fornia, will follow. A few days afterward, on the 9th of September, Maine will be heard fiom. Nearly a month will then elapse, at the end of which time Pennsylvania, Indiana and Obio will engage in the political straggie— their day of election being the 6th of Octoner. Next will come the elections that occur on the first Tuesday of November—the Sth. They are New York. New Jersey, Delaware, Mary- land, Massachusetts, Michigan, Wisconsin, Minnesota, lilinois, Kansas, Missouri and Ne- vada. Colorado will vote on the 12th of No- vember, which will close the list of fall elec. tions. oe DieGRACEFUL RioT in MARYLAND.—The Balumore American of this morning publishes An account of the disgraceful riot at Centre. ville, Md., on the occasion of a Republican meeting there on Thursday last, when, as it is alleged, a United States officer (General Gregory, of the Freedmen’s Bureau,) and his associates, were assaulted, and @ portion of their audience, mostly colored men, were mercilessly beaten. SHERTDAN’S SUCUES8OR.—Nothing definite has yet transpired with regard to the appoint. ment of General Sheridan’s successor as Mili- tary Governor of the Department of Louis. jana The talk to-day runs im favor of the probable appoiutment of Maj.Gen. He is expected back to-mor- Tow, and daring his abeence, Assistant Secre- tary Hunter will discharge the duties of tha Office. He states the Interesting fact taat: Thefiret settlers of Massachusetts and | Connecticut from the earliest period set apart lands for schools. In other colonies, before the Declaration of Independence, intelligeat » felt the importance of some public provi- 8 n for the education of the p-opte as private benevolence was found to be ftfal and wholly inadequate. The history of the legislation of Congress on the subject is then told at some jergth. Mus.
