THE NEW JAIL... It has been stated that the joint resolution of Congress airecting the Secretary of the Inte. Tior to select a site fora new jail is about to be carried into effect, and that the choice Ites be tween 4 site recommended by the Mayor’ Bear the Almshouse, andone atthe junction of New Jersey and Virginia avenues, the lat- ter having the preference. We sincerely trust that wherever else it may be located, the Sec- retary will not plant the jail in a position so utterly unfit as that Iast named. The locality is almost within a stone’s throw of the Vap- itok, and if such a nuisance were placed there, Congress would almost certainly order its re- moval tis not improbable that the Capito; grounds may be extended to this very locality in time, but whether this is the case or not, ft is manifestly most unfair to this growing neighborhood, and which is soon destined, under iavorable circumstances, to fill up rap- idly with first-class houses, thus to blast all 118 prospects. The great point aimed at in gettirg the jail removed .rom its present site ‘was that it might be piaced in some suburban locality, where it would affect the inter- este of the ceniral portion of the city less injuriougly. The main recommenda- tion vrged im betalf of this locality is that tbe jail would thereby have the benefit of Carroll Spring, but this is an absurd plea in Geed, to cull for planting it in the heart of the city, and in close juxtaposition to the Capi- tol. It might as well be recommended to place it im a8 populous locality as C street, in the Tear of the National Hotel, because there is a natural spring there. Fortunately, however, the city is tolerably well supplied with drink- ing water, and itis not necessary that a jail should seek a spring, as if it were some oasis in & desert. ‘The other site proposed, near the almshouse, seems weil fitted for its purpose. “It is imme. diately north of the almshouse, and in the same public reservation. There is abundance of water there, and the drainage into the An- scostia is pertect. Itis of convemient access from the city, while at the same tme its pres- ence would affect no business interests inju- Tiously. There seems, too, to bea manifest Propriety in placing kindred institutions of this character in tne same locality. We are, however, not at all committed to this site, thengh we know of none that strikes us alto. gether co favorably; but we are sure we speak for the entire community in protesting against tbe jail being placed at the intersection of New Jersey and Virginia avenues, and in urging that it be located in some snburban locality. THE TENNESSEE ELECTION, At the election which takes placéin Ten- neesee on Thursday, August ist, aGovernom eight members of Congress, State Legislature: and Superintendent of Public Instruction are to be chosen. Wm. G. Brownlow, the present Republican Governor, is a candidate for re- election, and 1s opposed by Emerson Etheridge, Temocrat. For Superintendent of Public lastruction the candidates are John Eaton, Jr., Republican; and Charles S. Cameron, Democrat. The Republican candidates for Congress are: ist Dis.rict, R. R. Butler; 2d. Horace Maynard, (for re-election); 34, Wil- lam Stokes, (for re-election); 4th, Jameg Muilins; 5th, John Trimble; 6th, Samuel M. Arneil, (for re-election); 7th, Isaac R. Haw- kins, (for re-election); Sth, David A. Nunn. The Democratic candidat-s, in numerical or- der of Districts, 1 to S, are: James White, John Williams, Eh G. The Legislatute to be chosen will elect a United States Senator in place of Judge Patterson, son-in law of Presi- dent Johnéon, whose term expireson the 4th of March next.
