Intelligencer ..sees....3,552 « ‘The returns of advertising by the same city papers fr the quarter ending December 31, 1866, as taken from the books of the Internal Revenue Office, are as follow: EvV&gNING Star, Intelirgencer.,, THE SMITHSONIAN GROUNDS. We are giad to see a writer in the Intelligen- cer calling attention to the neglected condition 1 the Smithsonian Grounds. He errs, how- eyer, im supposing thatthe Smithsontan au- thorities are responsible for the neglect. The €rounds are a pertion of the Public Ground:, Sng under the care of the Government offi- cials. For years, and in fact ever since they ‘were laid out so tastefully by Downing, they have been left to take care of themselves. We believe now that General Michler has been putim ebarge of the Public Grounds thata ‘wholeseme change will be effected, and we trust that he will call the attention of Congress to the necessity of the Smithsonian Grounds receiving their proper share of the appropria- tions. Heretofore the money has gone to the pet squares im tashionable localities, leaving ths noble Public Park, laid out with so much taste and skill, te grow up to weeds. The writer referred to says: “We regret to see these grounds in so neg- lected a condition. During the war the facil- ity to procure the best of manure close at hand and in the most abundant quantities was well improved, and the soil was enriched in a thor- ough manner. This, however, is all that has been Gone in the matter of improvement to the grounds since they passed from the hands of Downing. The trees and shrabbery bave flourished as well as they could without care. 1t cannot fail to leave an unpleasant impres- sion, however, upon all visitors having even the most superficial taste and intelligence in auch matters to see the fine trees and shrubs in these grounds in their present condition. They do not appear to have had theslightest Cultivation either with the pruning knife or hoe for years. The burden of grass now stand on the grounds is very heavy, and the Person who, a few days, bought the crop at auction for $400 evidently made a fine invest- ment, provided be gethis hay in good condi- tion, of which last-mentioned matter the ap- pearance of what has already been done inthe ‘way of cutting it 1s calculated to give a good farmer come serious doubts. It is presen: however, te see the desoiations made yy the calamitous fire gradually disappearing, and we will bope that ere long, when the ‘whole shall be completed, a renovation will be manifested in the grounds as well.” THE FATE OF CONSERVATIVES. During the progress of the war there were & large number of milk-and-water men in thig vicinity and further South, who were neither Union men nor rebeis, when danger threat- ened from ome side or the other, but who claimed aMfliaticn with either when their per- sonal interests would be promoted thereby. Tkey were good enough Union men when greenbacks were to be had. Since the war all of these men naturally preserve their charac- ters as trimmers, only their prudent conser- vatiem manifests itself in a different direc- tion. They are now virtually opposing re- construction, by counseling the adoption by the Southern people of what has aptly been called the do-nothing policy. They seem to think “masterly inactivity” a sovereign pan- acea for all political ills. Thomas Carlyle ‘would almost seem to have had prescience of these plausible gentlemen, for in his essay on Mirabeau, written nearly thirty years since, be cenounces the prudence of conservatives in his most vigorous English, closing with the following reference to their ultimate fate, as toreshadowed by the great Italian poet :—« Sa. tan himself, according to Dante, wasa praise- ‘Worthy object, compared with those juste mi- lieu angels (s@ over-numerous in times like ours) who were neither taith{ul ner rebel- lious, but were for their little selves only— trimmers, moderates, plausible persons, who, in the Dantean nell are found doomed to this frightfal penalty—ibat ‘they have not the bope to die; but sunk in torpid death life, in Mud and the plague of flies, they are to doze And dree toreyer—hateful to God and to the enemies of God.’”” ek ete ees Bes THE JULY SESSION. Late information received in this city makes it almosé certain that there will be a quoram ot Congress herein July. Of fifteen Senators who have been with Senator Wade’s party at different points, all have expressed their inten- tion of being present at the July session of Congress, and those who are still with Mr- ‘Wade have joined him in a telegram to Gen- Schenck, of the National Union Congressional Committee here, to advise all Republican members to be present in Jaly, so that all ob- structions to the legal reconstruction of the Tebel States may be removed. In a private letter Senator Fessenden signifies his willing- ness to attend in July, if necessary, and other Senators and Representatives have expressed. themeelves inthe same way. Many of the Re- Publican papers, particularly those in the Southern States, are in favor of the July ses- sion, and the Republican Convention of Lou- isiana unanimoasiy adopted a resolution rec- ommending it.\ The publication of A! Large bodies of troops have been sent to the scene of the disturbance, with orders to put down the riot at all hazards, and stop further destruction of property. ATHENS, Juve i5 —Advices from Urete rep- resent that Omar Pasba bas met with defeat from the Obristians, and that his expedition against Splakia id Apacoronia has failed. The Turkish Jo:s 1s very heavy. Omar Pasha wae unable to effect a junction with the forces of Mahomed Pasha, who was twice beaten in Apacoronia, and had retreated te an en- trenched camp. Omar Pasha, after a tresh defeat at Herodian, burnt all the villages which were not defended, and killed the in- habitants. The proceedings, pro and con,,in regard to the Surratt jury seem to have befogged everybody more or less, but judging from the foliowing, clipped from the Cincinnati Commercial of Friday last, the Western folks are hopelessly muddled in the matter. Kansas, June 13.—Senator Wade’s party passed through here this eve- ning, em route for St. Louis. A crowd sur- rounded the hotel and called upon Wade for a speech, which he refused to make.
