The value and efficiency of our Metropolitan Police were never more strikingly demonsirated, and were especially noticeable in contrast with the mischief done in promoting riot and disturbance by the par- tizan police of years ago. The thovgbtful provisions for the preser- vation of order, made by Major Richards. Superintendent of Police, were admirably carred out. Under his direction the liquot shops were closed, not a drunken man was to be seen, the police were everywhere active and vigilant, and the slightest disorderly symptoms were promptly checked. This was effected by the usual police torce and without resort to the military aid offered in view of the danger threatened. Under these circumstan- ces one would think that Major Richards was deserving the gratitude, certainly the thanks, of the community for preserving the good name of the city for order on a day of such ex- citement, and when any riot or disturbance would have told to our serious disadvantage. We are satisfied that a large majority of the thinking people of the city do prop- erly appreciate his valuable services; but we regret to notice a disposition :n certain quarters to severely denounce his action en that day, and especially his course in restricting the voters toa single line ef ap- proach to the polling prezincts. 1t seems that the colored voters, by going atan early hour tothe poils, had gained precedence of the white voters in the line, and a number of the latter, to avoid the slow process of reaching the polls by taking their place in line, essayed to form an independent line, proposing to meet the original line at the polling window and vote man for man, alternately, from each hne, Complaint was made to Major Richards that this order of voting was unfair to the voters in the original line, who had steod patiently for hours waiting to deposit their ballots. Under the circumstances Major Riebards could do no Jess than declare that the original linemusthaye precedence. This 1s the old-established prin- ciple of “first come first served,” adopted at bank counters, post offices. and for many years at our election precincts. So necessary has it been deemed at city elections heretefore to maintain the rights of those first in line, that barriers have frequently been erected to preserve the original line imtact and insure to voters the right to vote in the order of priority. Mayor Richards would have been justly open to the charge of unfairness had he not decided that they must vote in the order in which they reached the polls. Had any disturbance followed from the col- lision of the twe lines, as would have been almost inevitable, he would have been se- verely blamed. He evidently acted only from & desire to maintain order and preserve im- partiality and fairness in the voting, and we are quite certain that had the white voters been firston the ground in time he weuld have taken the same course, and decided that they were entitled to vote in the order in ‘which they reached the polliag window. THE CATTLE PLAGUB.—Information hasbeen received at the State Department from our Consul at Liverpool, announcing that the cat- ue plague is very much on the increase in England; and the authorities are using vigor- ous measures to suppress the same. The Treasury Depariment has renewed the in- structions ‘o the revenue officers to rigidly enforce the law prohibiting the importation of cattle from Europe. NAVAL ORDERS.—Professor Edward Seager ‘has been detached from the Naval Academy ai Annapolis, Maryland, and placed on mili- tary orders. Carpenter W.H. Edgar has been detached tom the Naval Academy, and ordered to Key est. Carpenter John Southwick has been ordered to the Naval Academy. —— THE Waits Hover.—A number of visitors were at the Executive Mansion to-day to see the President. Among those who had an in- terview with the executive this Morning were Secretary Stanton, Secretary McCulloch, and Hon. Jno. A. Breweter, and Piercs, the motien for & new trial in the case of Geo. W. Winvemore, convicted of murder, was ar- gved. The prisoner was present in the dock, and looked as usual. There Kas been no per- ceptible change in his appearance since his arrest and conviction. r. Kilgore opened the argument. ard oceupied all of the time yesterday. He complained of the undue haste in the triai of Winnemore, and argued that the conviction was the result of passion and pre- judice. Under the head of after-discovered testimony, Mr. Kilgore read affidavits setting forth that Mrs. Magilton possessed strong mes- meric pow: ad in one case, where she had magnetized female, the patient became greatly excited and seized her (Mrs. Magilton) by the throat, and “would have killed her in three minutes if she had not been prevented.” in another case, according to affidavits, a per- son who was taken to Mrs. Magilton to be me:- mertzed barked like a dog. There were other affidavits of women, setting forth their ‘‘sus- Picions” in regard to parties other than Win- nemore. Mr. Mann objected to their reading, as the people should come into court, The court declined to allow the reading, but cen- sented toexamine them. The argument was net concluded.— Phil. GREAT ANGLICAN UONVENTION.—The Arch- bishop of Canterbury has issued an invitation to bishops of the Angelican branches of the Episcopal Church throughout the world to meet at Lambeth on the 24th of September for mutual conference, the interchange of frater- nal teelinge, and the celebration of public ser- vice. The suggestion which led tothe calling of this general council came originally from the Canadian bishops, who desired, it possible, that the relations between the Colonial Churches and the Mother Church of England might be mere accurately defined than they have been in days past. No legislative action is to be taken, and no declarations of opinion made upos controverted points. The session of the council will be opened with a grand public service in Westminster Abbey, and will continue for three days. LATEST FROM THE PLA:Ns. Order of General Shermaa—Indian Hes- tilities. Omana, Nebraska, June 9.—General Sher- man has issued general orders, stating that the Union Pacific Railroad is to be so well guard- ed in the future thatno Indian dare interfere with it. All passengers and freight must be forwarded to the end of the track, aud from there will be guarded by sufficient escorts, es- Pecially provided by him for that purpose. A saumcient force of cavairy is already on the post. General Sherman is sanguine that he will clear the Platte valley of Indians within two weeks. A fight occurred between some pas- sengers and twenty Indians, within five miles of Fort Moore. One passenger was instantly killed, and a son of General Davis mortally wounded. Two Indians were killed and five severely wounded. Five of the passengers returned to Omaha this morning. Governor Steel, of Colorado, had a narrow escape, but subsequently reached Denver in safety. The Indian War. Saw FRANCcIsco, June 10.—Late Arizonaad- vices state that the Indians have commenced & vigorous campaign against the whites, at- tacking ranches in the vitinity of Pre»cott and Fort Whipple and stealing stock in all di- rections.
