Assistant Commissioner for the State of Georgia, showing the condition of affairs in tbat State during the month of April. He eays reports from every part ot the State show an improved condition as regards the labor question. The freedmen are better 1d, and tbey are reported generally as werk- ing much better than at any time since the ‘war: they are better treated, there being less of the old disposition to drive them. but serious outrages are yet very fre- quent. four murders of freedmen having occurred int e pxst two weeks. The destita- tion is very great, and greatly increased by tbe inability of the pianters to supply pro- visions. The suffering is very severe. and ‘would bave resulted ip starvation but for the aic rendered. Daring the month 46,94! bushels of corn were distributed by the various relivf commissioners, besides a large quantity of otber supplies, and still there are urgent calls for aid from one third of the counties in the State. Brevet Major General R Scott, Assistant Commissioner for the State of South Carolina, bas made bis report for the month of April. He says the cuffering among the people for ‘want of food is almost indescribable, aud had it not been for «he distribution of provisions there would bave been a fearful number of Geaths, but there is every reason to believe that the crop this year will be sufficiently pro- ductive to preventa recurrence of such ex- ‘want. Cases of ineanity and death from actual hunger are reported in some districts. Brevet Brig. Gen. O. Brown, Assistant Com- Missioner for the State of Virginia, reports that since the passage of the act to provide for the more efficient government of the rebel States, there bas been a favorable change in the condition of he free¢men throughout the en- tire State.
