The Judges of Election are sitting to-day to correct the registry and to add the names of legally qualified voters not previously entered They will conclude their labors te-morrow, and the receivers of votes at each precinct ef the city will then be supplied by them with a complete list of the names registered. The Teport in our paper elsewhere of the proceed- ings in connection with the correction of the Tegistry ehows that the judges are endeavor- ing to discbarge their duty carefully, impar- tially and intelligently. Noname is admitted upon the list of any person shown to be dis- qualified, and any objections offered by chai- lengers on either side are carefully eonsidered. It will be seen that several names were thrown out on the ground that the parties had not re. sided in the ward the requisite length of time. Thus if aman moves from one ward toan- other witbin a period less than three months prior to the time of registration, he loses his vote in either ward. This is the strict letter of the law under the act of Congress, and was doubtless designed to prevent the ‘colonizing” of voters. lt is as fair for one side as the other, and though appearing to be a hardship in de! iving many of 3 vote, other wise fully quali- it will doubtless result in preventing much fraud. The chief sufferers to-day by this rale were the Republicans, as many colored voters were thrown out through not having resided in the ward the requisite three montns THE NATIONAL FINANCES. Hon. Hugh McCulloch, Secretary of the Treasury, in reply to an invitation to a dinner tendered him by prominent citizens of Boston on the 2% instant, regrets his inability to attend, and makes a few remarks upon finan- cia! matters which are of much interest at this ume. He says that the bounties to soldiers, preparations for the Indian war, the intended large issue of bonds to the Pacific Railroad, and otber liberal appropriations for miscel- laneous purposes, togeiher with the partial failure of the wheat and corn crops, the tardi- ness of reconstruction in the South, the re- duced taxes, and the general dullness in trade. will prevent a reduction and probably an increase im the national debt for some ume. He gives his reasons for not contracting the currency at the present time, but says that he is as much in favor of that policy as ever, His reasons are briefly: he opposition of ama- jority of Congress to immediate contraction. his apprehensions that a contraction of the currency, the object and effect of it being mis- understood or misinterpreted, might produce a@panic in the commercial cities, which, ex. tending over the country and beyond the speculative interests, would injuriously affect legitimate business and the revenue depend- ent upon it; the large amounts of interest. bearing notes to be paid or converted within the present and next fiscal year; and lastly, that a sound policy should not be put in peril by being made the “scapegoat” ter evils re- sulting from different causes, namely, the failure of the crops and other circumstances referred toabove. The Secretary is hopeful, however, im regard to our financial tuture, and says, in concluding his letter “The causes which are now operating against us are exceptional and temporary. The prospect of a good crop of winter wheat ‘was never better. More spring wheat has been sowed and more corn has or will be planted this season than ever before. The People are beginning to comprehend against this important truth, which seems to have been disregarded for some years past, that proeperity is the result of labor, that indastry and +conomy are as indispensable to national as well as to individual wealth. 1 shall be grievously disappointed if another year does not witness a large increase of industry, of: enterprise and of revenue, decided progre: towards @ resumption of specie payments,” and a steady reduction of the public debt.” etibieds ec nal See ieee PUBLIC URINALS.—The western papers are taking up the subject of public urinalsas a health measure in order to abate nuisances in alleys and provide accommodations for: the Public and strangers. The experiment has been tried by establishing public urinals in the alleys in Cincinnati and has worked most | successfully. In leading European cities-- Paris, tor instance—the establishment of the fullest urinary facilities is required by string- ent police regulations; and it is held by medic cal authorities that much of the prevalence of disease ofthe bladder amongst the people of Sur crowded American cities is from the fact | that no provision whatever is made to supply this want. Our Board of Health wonld do ‘well te take the matter up and make some recommendations to the city councils for their action. Tue MEErInc To-niGHT—The great mass ratification meeting te be held in front of the City Hall this evening promises to be one of the largest and most interesting ever held in the District. A large number of able and eloquent speakers have been invited and are expected to address the meeting. among others Senator Harlan, ot lowa; Senator Sum- ner, General Farnsworth, Governor Bout- well, General Schenck, and General Ashiey. The names of several colored men also appear on the list. ———$——_____.. BLOcKING UP THE Passacus.—It is under, stood that the Poliee Board some time since issued an order prohibiting the blocking up of passages at places of amusement by the in, troduction of chairs, &c., and the inquiry has been raised why the order bes not been en- forced. It is certain that with the jammed Bp condition of the passages at some of our Places of amusement the loss of life would be terrible in case ef fire, as not one-tenth of the audience could escape alive. Ese ice THE JAPANESE ComMissionERs.—The Ja- panese Commissioners yesterday afternoon called at the residence of Gen.Grant, on I street, but the General was out, and they could not see him. To-day they visited the public buildings in company with Mr. Chilton, of the State Department, and Commodore Jenkins, of the Navy. Noxkvo.tk, May 30.—At half-past 8 o'clock this morning, a tenement house on Market Baaste fell with a crash tothe ground, and it @ caught under its ruins a number ot perso: Mrs. Cheshire and child had escaped from the house, but were caught in the adjoining lane and buried. The lower floor was occupied as stores and the up stairs asadwelling. A horse standing in front was crippled beyond reeovery. The cause of the fall was the excavations on the ee pining jot to erect @ building for Messrs. E. P. Tabb & Co., hardware dealers. They are now clear- ing away the ruins to rescue those buried be- neath. The overhanging walls make it yery #angerous to operate. Theevent hasshrouded the city with gloom.
