Boyd among the legally qualified voters of the Seventh Ward. they having refused to receive his uname on the ground that he was disqualified, having been convicted of &n infamous crime, was taken F in the Supreme Court in general term, g udges Olin, Wyle, and Fisher.) Mr.A.S. iddle for the petitioner, and Mr. W. A. Cook Jor the respondents, Mr. Riddle read the prayer of the petitioner, setting forth that the Tespondents refused to receive his name on the ground that he had been convicted of erime’in 1660, but had received a tull and un- conditional pardon, which removed all disa- bility, and proceeded to argue that Congress could not have intended the disqualification zo apply to such a case as this one. Mr. Cook read the answer of the respon- dents—lst. Admitting that they refused to register the petitioner: 2d. That when it ap- peared that he had been convicted of crime ihey considered that they were justifiable in refusing to register him: 3d. Admitting thathe had received a pardon; 4th. That they have prepared a list of qualified voters of the Sev- enth Ward, which bas been published, but ibat under the act ot Feb. 5, 1967, there re- mains two days prior to five days before the election to receive evidence as to the quali- fications of voters; 5th. That they have given notice of their tention to receive evidence as to the qualifications of voters; 6th. That if ny wrong has been done it can then be recti- fied: 7th. That under the acts of Congress pre- scribing their duties the mandamus cannot be employed tocontrol or determine their con- clusions or actions; and, Sth. In view of the facts the prayer ought not to be granted. The decision is reserved. te THE WHARVES ON THE RIVER FRONT.— Recently the Corporation has built a sea-wall extending from the foot of 9th street to the foot of 7th street, and it is suggested that if the city would erect a few wharves from this wail they would be a source of considerable rev nue, and in. few years would Py, for them- selves. As it is now, most of the wharves between 7th streetand the Long Bridge are private wharves, the owners receiving the mefits, and dealers in oysters, produce, &c., coming up in the boats have frequently to ‘walk balf or three-fourths ofa mile to make their purchases, whereas. if the Corporation erects wharves in this vicinity, handy to the Street cars, and justas convenient to the ves- sels, many would erect the necessary store hhonses near by, and miSke improvements. If the fish wharf is to be permanently located at the present place there is but little deubt bat that the dealers would erect the necessary buildings and go into packing, &c.. building up a trade which they are now in great meas. ures unable to do, in the temporary ouildings, once in use by the Quartermaster’s Depart- ment. ait ge JOURNEYMEN HovsE OARPENTERS.—A meeting of the Journeymen House Varpenters’ Association was held last evening at Temper- ance Hall, Mr. J. H. Reed in the chair, and W. H. Champion, secretary. Fifteen mew mem- bers were elected. Mr. Wm. Wayson was elected Vice-President, and Mr. U. F. Lans- daie Sergeant-at-arms. A communication ‘was received from the Workingmen’s Con- vention enclosing a copy of the constitution. On motion of Mr, Lansdale, the considera- zion of the same was postponed until the Asseciation was thoroughly erganized. A motion was adopted providing that the jour- weyman house carpenters demand $3.50 per. cay, atter June ist. On motion, Messrs SW. Lansdale, W. OC. Williams and Caarles Obdold were appointed a committee to dis- tribute hand-bills announcing the action of the association, aud appealing to the generosity oftbe employing carpenters. Barch. alias William Mortimer, was taken trom the jail tothe police headquarters, where, after a brief statement of the cases as they stand against him, he was fully committed for trial at the June term of the Criminal Court, for the robbery of Jabez Jay’s boot store, on the Ist instant, and for the shooting of private Joseph Williams, of the Third Ward police, on last Christmas morning. Mortimer was taken to the pacragrap pe gallery, and an excellent likeness of him secured for the col- Jection of portraits at headquarters, Lieu- tenant Noonan, of the detective force, took a full description of his person, and it required some time and patience to describe the India ink marks with which bis body and arms are covered. Horse THIEVES ABOUT—Two Arrested.—The gang of horse thieves that have infested this vicinity and the adjoining counties of Mary- land and Virginia for several years seem to be making &@ demonstration in favor of King, the most successful of their band, who is now in jail awaiting a hearing. A number of fineani- mals have been stolen from gentlemen in and near the city within two or three days past. Yesterday morning officer McClelland, of the Sth precinct, doing Guty at Benning’s bridge, moticed two men riding into Maryland at an Unusual hour, went to arrestthem, when they escaped, leaving the horses in the officer’s pos- session. The horses were turned over to the Property Olerk. and subseqnently to the own- ers, Mesers. McSweeney. Officers O’Ualiaghan and Scott, of the Fourth Ward, arrested James Smith and Peter McUade, who are charged with stealing a pair of horses, the property of General Walbridge, last night ‘ne horses ‘were recovered and the parties are now in jail awaiting a hearing before Justice Walter.
