The rapidity with which a settlement of the Luxemburg question was effected at the Peace Conference in London was as unexpected as it ‘was extracrdinary. There must have been weighty reasons, unknown to the public, which influenced the action of the great Powers toward pacification. Whether the same unanimity will prevail when the propo- Sition for a general disarming of the great Powers comes to be considered, is question- able. as France and Germany coatinue prep- arations for war; Ruseia is arming, and Greece is strengthening her force, naval and Military, to a very large extent. However, the Luxemburg question was the mest threat. ening of the causes which led to apprehensions of immediate hostilities in Europe, and war is postpcned, if it is not prevented. It will be seen that our latest foreign dispatches bring full particulars of the settlement. The Grand Duchy 1s to remain in its present independent position, continuing to be gdéverned by the King of Holland as Grand Duke. All the great Powers are to guarantee its neutraliza- tion, and the fortress is to be razed. The Prussian troops are to withdraw from the Ducby within a month. The treaty was signed by the representatives of the great Powers, and has also been ratified by those Powers, The result arrived at had been announced in Parliament, and was received in both Houses with much applause, though there was in the House of Commons a show of some dissatis- faction with England’s jeining in a guaranty to preserve the neutralization of Luxemburg, This guarantee was the great point insisted upon by Prussia. A military guard was stationed around it and a strong police force inside. Abouttwenty ladies were among the spectators, also fifty negroes. Ateleven o'clock Mr. Davis was brought into the court, and took a aeat next.to the pris- ners’ box, with Genera! Burton and the Marebal. A servant accompanied Mr. Davis, who, sitiing by an open window. remarked, “Lt is @ little cold, 16 it not?” and he wastben removed to a seat near his counsel in rrent of the Juage. General Burton's return to the writ was read, and the Judge complimented General Burton in obeying the laws, and released him of thé custody of D:vis, and the Marsnal immediately served on him @ bench warrant to answer the Norfolk‘indictment. Mr. O'Conner spoke of the long imprisbn- ment of Mr. Davis, and his feeble heal:h, and asked that be be bailed. There being no opposition on the part of the ros: cution, who fixed the batl at $100,000, the Togs announced his readiness to accept the bail, stating at the same time that the respon. sibility of the delay in bringing the Davis case into courtrested upon the Government and not upon the District Attorney. He also said that one bal! of the bail should be given by perso! ‘esiding in Virginia. The sureties then came forward, Horace Gre being among the first, followed by ple; Augustus Schell, of New York, Mr. Jackman, of Philadelphia, and others. FROM:NEW ORLEANS. Republican Mass Meeting—Alleged Negro Disturbance—The Registry. NEw ORLEANS, May 13.—A Republican mass meeting was held here on Saturday night, at Lafayette Square, and was presided over by Mayor Heath.. The meeting was ad- éressed by Mr. Kelly of Phitade)phia, and Messrs. Hamlin and Conway. There were between Jour and five thousand persons pre- sent, of whom five-sixths were negroes. The various negro ward clubs came in pro- cession headed by music and transparencies, causing considerable excitement, the negroes shouting on their march’ No disturbance occurred until 12 o'clock, at midn'gbt, when the negroes stopped a street ear on Oharles street, and cleared it of the white occupants, and shoving their clubs through the windows. They then took pos- session of the car and compelled the driver to ge ahead. Tbe saloons were closed at 1! o'clock by order of the Chief of Poliee. Gen. Sheridan bas issued an order removing the clerk of the District Courts for alleged is- suing of fraudulent certificates of natuPaliza- tion, The Republicans are advocating negro po- licemen, and there is some talk of running & popular and prominent negro named Jordan for Mayor. BaLTIMORE, May 13.—The Sun’s special Havana correspondent says: “The English West India mail steamer which arrived from Vera Craz on the 6th, bringe neither papers or letters from Mexico, Vera Oruz is still closely besieged by the Lib- js. who were using their only available siege piece with little effect, as only some few bouses had been injured, and no lives lost. There is no probability of the Liberals taking the city, uriess the Imperial) Generals should disagree, and thus Cause a surrender. Sick- ness among the besiegers had taken alarming proportions, and there are over 250 invalids. The City of Mexico was invested on the 18th by General Porflerora Diaz. The commission of ladies who went out asking for terms, were answered that no quarter would be granted to Gens. O’Haran. Marqnez. and several others. It is the intention of Marquez to defend the city atall hazards. The besreging force num- bers 12,000, and receives additions daily. The tall of the city is considered certain.
