SF The following is the official showing of the daily circulation of the papers named be. low, msde under the call directed by the re- cent act of Congress Everine Star, -7.715 copies per day. Inteligenc +352 « “ The returp- of advertising by the same city pepers fcr the quarterending December 31, i266, &5 taken from the books of the Internal A TALK WITH THE FRE EDMEN.” Av articie unger the above caption, whieh appeared in the Mobile Times of April 17th, bas been “republished at the request of many citizens,” and is altogether such a curious document that we are tempted to refer to it. Stripped of verbiage it amounts to just this. Freedom to the slaves was the result and not the sim of the acts of certain men, (Republis caps,) | was not bestowed by either Mr. Lin. coln or the Congressof-the United States, but— under the dispensation of (jod—by events over which they bad no control; therefore, the freedmen owe gratitude not to Republican~-, tations of Government securities: | reasot but totbeir fermer masters, who had sach | confidence in their “chattels” as to leave them tg take care of the familes and farms of their owners, while said masters were nobly bat- Ung to keep their slaves in bondage. Now, it seems to us, the “ conservatives” of the South are still making the very grave mis- take, for their cause, of underrating the intel- ligence of the colored people. We have yetto see the freedman who can be deceived by such Sopbistry asis contained inthe article wereter | to. Acolored map at a recent Uonservative meeting in Georgia, afier listening to such an appeal trom a white man, arose, and addres. ing his old companions in slavery, said “Sup. Pose a man puts handcuffs on me, and is dri- Ying me along, when we meet another man ‘Wao bas a grudge against the one who has me iw charge. He attacks his enemy, and knocks him down, and takes the handcuffs off me, and tells melam free. Who is my friend !” ‘The response was unanimons in recognition ot the liberator. Now, here was a force, aud point, and directness of logic which | went straight to the mind of the most ignorant field-band presen The freeamen know fall well that their masters would never bave liberated them of their own tree will, and appeals based on misrepresentation of the facts wil fail to reach them. Let tne consery- Stives, if they wish to bid for the negro yote, which they Bave an undoubted right to do e8y trankly: You ate mow free and enfran. chised in spite of ali our efforts to prevent i: being free and baving a right to vote, we are desirous of having you on our side, and wili Aceept your votes and vote for you, and do all tbat your older triends will do to better your condition if you ally yourselves with us. if they cannot secure the colored vote im this way they will at least have the cogsolation of Buowing bey have taken the most ma: y and Straitforward course left for them, and will Dot Sgeray: the misery of a defeat by the emilistion of naving abased themselves in ‘yarn before a race they have heretofore pro- feseed to despise. OPINION BY THE for several day t im preparing an opinioa Upon the disfranchisement under the recon- struction laws. The opinion, which ix a lengthy one, will be complete by Friday, and read & the Cabinet meeting. 1 is said that the opinion was called for by Gen. Grant, who feared that difficulties might arise from a non-ceacurrence of opinion among the military commanders under the recent Jaw, and others who will bave the construction of the law, relative to jegistration and voting. Another cause of be Attorney General’s opinion is the threat. ened removal of Governors Wells and Throck- morton by General Sheridan. fl Le incre e THE WHITE HOUSE. ‘The regular meeting of the Catinet was Beid to-day, and attended by Secretaries Sew- 8rd, Welles, McCulloch, Postmaster eral Randall, and Attorney General Stanberry: Secretaries Stanten and Browning being ab- “PD!
