Down- ing, & well-known colored man of New York, writes a very sensible letter to one of the pa- in which he states that the le part of the American people; that the: no getting rid of them, even if the whites are so dispos- ed: thatthey bave much more intelligence and judgment than tn ve generally been given credit for; and that what they have been able to accomplish has generally been done in the sence of those incentives for reward which e held outto white people. Mr. Downing, in hie letter, does not ask tor suffrage or office or anything of thai kind, he being probably of the opinion, with a great many other sensible People, that there are already more politicians and office-seekers in the country than there is any need for; but he bopes that those gener- ous capitalists who have heretofore been so kind as to advance capital to start deserving white persons in business, will not withhold their bounty frem deserving colored people. He thinks if they are given proper advantages in this way. it will have a great influence on the elevation of the race) Mr. Downing is bimselfa hard-working colored man, who has grown wealthy by honest toil. JORN AND CoTTc —There has been such a scarcity of food at t South the past year, u Southern journals are urging planters to snbordina‘e their favorite crop—cotton—to tbe raising of cereals. The Houston Telegrapa says the people of Texas have paid too little regard to raising crops for subsistence, and urges them to give cottor the go-by this season and plant corn, wheat, etc. The Milledgeville Recorder likewise calls upon the “people of the South to suspend the cultivation of cotton for this year, at least as the only cure for the ills of the times.” They must, it asserts, “shake off old habits and abandon the past beaten track if they would avoid starvation.” it enters into an elaborate calculation to prove that the raising of corn is much more desira- ble in a oe ee of view than the culti- vation of cotton. any other Southern pa- pers give similar advice to their readers, and should it be followed. the cotton crop ts likely to be considerably diminished this year.
