MARYLAND Maryland votes to-day upon the question whether or not fo hold a State Convention t> the end of repealing the features of her Consti- tutson of 1664, adop'ed by loyal votes in order | to guard agasnst the pernicious influence of the portion of her people openly or secretly affiliating with the rebellion. Delegates to the proposed Convention are alto to be voted for. to act im case the majority of the votes cast are in favor of the measure. This is, of course, ne work of the State's recent Legislature, | which was jargely in strong sympathy with | the rebeilion. To make sure of their work, they enfranchised not only all theavowed reb. els at heart who had not courage, to risk their carcass with arms in their hands, but also every Marylander who left the State, took up arms against the Union and participated in the slaughter of its defenders, &c. The votes of there two classes, added to those of the State's weak-kneed Unionists who lack brain and nerve necessary to ensble them to live upto | be plain requirements of the times, will doubt- jess show an apparent majority for the cheme, in view of @ fact that a larg® ™msjority of Maryland's white staanch | Unionists wash their bands of the whole thing because it is palpably unlawiui- 1¥ called, (and, therefore, revolutionary,) and will not yote, while the colored Unionists are one and all deprivea of the right to vote on the quesuon. Few outside of Maryland will be tound who do not hold that her loyal blacks are far better entitled to the right to vote in sueb a cuse, than ber open and active stay-ar_ bome sympathizers with the rebellion; to say nothing ot ber returned rebel soldiers, who. by the by, are to be placed in all the offices of the | State's new militia, if the proposed changes in its censtitution be consummated. If submitted toa vote. even of the whites of the Stare only, we beheve the proposed new constitution will be rejected: as the influences that will surely prevail in the convention will be more thor- ugbly retroactive and more devotedly at- tached to the dead carcase of slavery, than any » be found at this late day in any other State of the Union, Kentucky not excepted. There are numerous reasons why this iniquitous and unjust effor to re-enslaye both white and black labor in Maryland—for it is neither more nor less— camnet succeed. Among them stands forth prominenuy the fact that the action of the Legisiature providing for the convention is glaringly revoluuonary: while the conclusions of the convention will deny to the Stat Ole. ored citizens their right of entire political and Jegal co-equality. He was formerly a resident of Maryland,but removed to Lilinois about twelve years ago. General Capron has been engaged in agricultural pursuits for twenty-five years, | and is & practical as weil asa scientific farmer. Soon after the commencement of the slaye- | boider’s rebellion, be raised and led to the field the l4nh regiment of Ilinois cavalry. 1a the | campaign before Knoxville, Tennessee, he ‘Was assigned to the command of a brigade, and | served with distinction under Generals Burn- side, Schofield, and Stoneman until the close ot the war.
