After the war commenced tbey charged that it was prosecuted on the part of the North only with the object of emancipating the slaves. when the fact is that arms were taken up by Northern men only to defendthe Union against its as- sailants, and the change of policy which made it virtually & war for the abolition of hu- Man slavery was forced upon the defenders of the Union by the fiercemess and persis tence of the South, making it evident th: po peTmanent peace would ever be se- cured until the peculiar institution Which brought about the rebellion shoulda be wiped out. in thesame way it is now argued by the opponents of reconstructien a; the South that the policy of the Union party has been changed since the suppression of the rebellion, otherwise the excluded States wonld long since bave been represented. In this cease aiso, there ts 4 confounding of cause and effect. When armed resistance to the Govern- Ment ceased, there was a wide spread and grOw!ng spirit of conciliation and compro- muse throughout the loyal North. Bat it was found after a while that the rebellion had no; terminated. It Bad only sssumed a new pBase. The military leaders of the Sonth Were idolized by their followers. and when representatives were to be chosen, none but the most ultra secessionists stood the ghost of @ chance on election day. Southern Union men were ostracized, Northern Union men perseeuted. and the negroes found themselves mot much better off than when they were chattels. Hence Union men were forced to take more advanced ground, and to demand previous to the admission of the Southern States such guarantees as would remedy the evils we Baye mentioned. It is well that the truth shouid be told some- times at the South in relation to these matters, and Senator Wilson's speech at Petersburg, Virginia, a few days since, is a step in the Tight direction. Temperate in tone but firm and decided, there was no conceaiment of the ‘ruth. unpalateable as it might be to some who | it was justsuch an address as will | beard it do good in that section. It is thought that the President will send to the Senate the name of Colonel Capron, of Li- inois, formerly of Maryland, to be Commis- sioner ot Agriculture, in the place of Hon. Isaac Newton, the preseat incumbent Col- cuel Capron, for many years, has been an *xtensive farmer in !Hlinois, and commanded & regiment from that State through the rebel- hon. Quite a Batcu of nominations were sen, in to the Senate to-day, but none of specia; importance. The nominations for Minister to Austria and Commissioner of Agriculture were not sent in to-day as expected. Among those urged for the Austrian mission are Gen. Josecrans and Hon. Henry J. Raymond. For the Commissionership, Col. Capron, of Iili- Boils. formerly of Maryland, is considered to stand the best chance. elsewhere. is up before the Supreme Court to- day. Among the distingnished counsel ec- gaged upon the case are Chas. "Connor, Wm. M. Evarts, Caleb Cushing and Judge Black.
