G. Hall, secretary, called the Meeting to order. Rev. W. A. Cook, vice President of the Third Ward Association, was called to the chair. About one hundred per- Sons were present, one-third of whem were colored The following persons were elected to mem- bersaip Dr. James Kicord, Robert Williams. G.W Wooley, Fred Borner, J. T. Stock- bridge. and J G. Jewell. Mr. J. Sayles Brown, ef the executive com. mittee, reported that since the last meetin clubs bsa been organized In the Fifth an Sixth Wards. and the various wards were now sii organized. The report was adopted. Mr. Brown stated that the object ot the meet- ing WAs to Arrange for making the aséociation a representative body. It was understood that the different wards would be represented at ‘his meeting, but it did not appear that all the wards were represented ‘wing to the fact that a notice of one week istequired to change =e constitation, another meeting is inevita- ble Gol. W’ Miller suggested that th names of felegates be banded tn, and the Chair called ou delegates to report. Several points of order were raised and the Chair decided that the reception of reports ‘were in order The First Ward was represented by John F. Cook, Wm. Syphax, and W. H. Harford, Mr. Crossman stated that the Fourth Ward Association had elected no delegates, the no- fice which they received being regarded as Yaiormal Fifth Ward, Wm. Marshal, G. A. Shureman, A. U. Clark, E. L. Corbin, J. R. Arrison; S ‘Ward. report, Seventh Ward, F. well, H. ©. Johnson, C. S. Bates, Walker. and Artbur Pannell. Mr. Brown offered a resoiution that when the meeting adjourn it be to next Tuesday evening, for the purpase of maxing the asso- ciation 4 representative body, and fixing the terms on which auxiliary clubs shalt be re- presented; and airecting the Secretary to ad- vertise the meeting m the Chronicle. aud re- quest the ward clabs to elect five delegates thereto. The Chair ruled the latter resolution out of order because it was incompetent for persons not members of the association to change the constitution. AR appeal was taken from the decision of the Obair, and the Chair was sustained. After some dilatory motions, several mem- bers attempted tospeak at once. Mr.G. A. Hall finally obtained the fioor, Snd moved as asubstitutea notice of anamend- ment te the constitution, providing that the executive committee shall consist of five mem- bers from each ward and three from the cen- tral association Major Morse charged that the resolutions ‘Were for doing away with the central organi- vation, And moved as & substitute that each ward Sppomt an executive committee of five. the whole to constitute the District committee. Mr.J.H. Crane asked if it was competent for this association to legislate the executive committees of the ward clubs out. Mr. F. A. Boswell moved to refer the whole Subject to 4 committee of five, to report at the next meeting. @Mr- Crane inquired of Mr. Boswell on what Authority he stated at the last meeting that the association was dead ! Mr. Boswell rose to explain, but gave way to Mr. Elvans, who moved to postpone the subject until the next meeting; which was lost—z? in the affirmative, 12 in the negative. Mr. JR. Elvans remarked that the impres- sion bed got abroad that certain individuals bad pledged themselves to support certain meu; tp other words, some had attempted to Manipulate wards.. He wished te be a con- sistent Republican, and did not propose to rest under this charge. He was opposed to men seeking the offices, aud to putting them- selves out of the way u. going long distances from bome, to secure the nomination. He alluded to @ conversation be had had with a colored man, who stated that they did not want a political change only, but a reform, and if they all acted on this principle there ‘Was uo doubt but that the doctrine of universal Suffrage would gain such am impetus that it will be sure to be established over the whole jand. He offered a series ef resolutions, which pro- vide tat the association shal! support noman tor-oifice who has not bad a fair record for at least three years, and who bas been known to which end of the avenue he has supported that the association shall not support any one whore position is not clearly defined prior to the registration Of voters, or who hus to ge out of the way to clear up bis record: that they will not support any who seek their votes, whetber his views accord or not with theirs; Ubat in selecting candidates for the June elec- tien they will require political consistency, and a regard for the fucure prosperity of the city as necessary prerequisites to nomination; that no man is entitled to the support of the Republicans of this city who will not oppose, to the best of his ability, the increase of crime and immorality now so rife in our midst—the result of unrestrained whiskey selling—or who Willaliow bis picture to be framed and hung im low grog shops as an electioneering docu- ment: that the varions ward clubs select and publish full tickets for ward officers as early asthe firstof May,and each ward to select five delegates toa nominating convention to be beld on the first Tuesday in May next for the purpose of selecting candidates for Collec- tor, Register and Surveyor, and that such del- egates be pledged to unite their vores in favor of the candidates so nominated by a majority Vote of the said convention The resolutions were considered seriatim. Mr. P. H. Rhinebard trusted thar they were bot going to thrust temperance on a political organization, asthe party had many friends among those engaged in the whisky traffic. ‘There were many Germans who could not swallow this pill Col. Carts thoughi the resolutions did not go far enough on the subject of temperanee. He was opposed to liquor selling altogether, and be had almost a mind to vote against the Tesointions, because they did not go far enoagh. Gol. Hinton urged tnat this master should not be brought in Mr. Clarence Barton remarked tbat after the morning papers are read the Republicans will be 500 snort. The Spring meeting will close this evening. a A Fixe Station Hovse.—Lieutenant Gess- ford, with the officers of the Seventh Ward, have removed to their new station, on 1% and H streets south, a square south of their cld quarters. The building is a new three-story brick, with all the ad vantages of gasand water. The cells are newly constructed, with heavy brick walis, in the rear of the main building, and are udmirably adapted to the purpose for which they are used. The trial room ts 20 by 30 feet, in the front of the main building, first ficor. The windows are frosted, to prevent the usual prying of the curious. The judge's siand is inciused with a neat iren railing. The floor is covered with matting. Areomin the rear is set apart for the keeper's use, and back of that is tbe wash rowm and wardrobe of the force. On the second floor are three rooms— the front room the officer’s sitting rooms, neatly furnished with chairs and tables: next the Lieutenant's room, also neatly furnished: and next the officers’ bath room. The tnird story contains the chambers tarnished with bed- steads dnd mattresses for the officers. He was sentenced to pay *10 fine and costs Joseph Smith, indicted for the larceny of a coat, was convicted, and sentenced to five weeks im jail. ee A MYS8TERIO"S STapnInG OasE. — This morning, between 12 and | o'clock, Officer McOormick. of the Third Ward, found a man named James O'Neal, lying on the pavement at the corner of H and 7tn streets north, and with the aid of officers @orman and Conway, the man was taken to V baugh’s drug store, corner ef 7th and G streets, and Dr. Buchley called to attend him. It was ascer- tained that he had been badly stabbed in the left side, near the heart, by some unknown person. After the wound was dressed Mr. O'Neal was turned over to his friends, who conveyed bim to his boarding-house, on KE, between Sth and 9th streets. ——_e—__.
