Arnold, whose character had been spoken of at a previous meeting, and charged with persuading colored men to leave the District. having been granted an opportua- nity atthe Inst meeting to explain his action, stated that be bad been in the army, and came bere in i566. Gen. Howard gave him employ- Ment to seek out the needy in the city, and he entered on it. A few daysafter, Mr. Mitchell. { Texas, arrived with a letter from the cor- tesponding secretary of one of the strongest colored organizations m the South, recom- mending him highly as a proper person to whom colored men could be hired with safety. He imformed Mr. Mitchell that it would be very difficult te obtain the men. but after being satisfied that Mr. Mitchel was all right, be 7 to Messrs. Newman and Brown. Mr. itchell opened an eating-honse. and the men were collected and sent off. None of them be- songed to the District, but they came from the -urrounding country. He contended that this was & Jaudable undertaking. and proceeded te read the regulations of the Bureau in relation to the transportation ef freedmen procuring employment,&c. He stated tharit was not the habit of tke employees of the Bureau to search up men to send away. bat that those who wished employ persons and those in search of employment came to them, and if proper vouchers were shown they were placed tn the way of securing the number wanted. He in- stanced the case of three men baying been thrown out of employment in Georgetown for having voted. who came to the Bureau, and they were found places at the North. With the exception of aiding Mr. Mitchell to obtain meu fo go Texas, be nor no other agent of the Bureau here had been in any connected with sending men South. In conclusion, he stated that he was seven-eighths white. but he was not proud of it.
