Smythe, Collector of the port of New York, shouid be removed, and re- quiring a certified copy of this resolution to be sent to the President Mr. Huriburd modified the resolntion so as require a certified copy to be sent to the Senate also. Mr Stevens (Pa ) suggested thatthe resola tron should be amended so as to declare that Mr. Smythe be immediately impeached. Mr. Hulburd declined to accept the amend- ment, and moved the previous yuestion Br. Stevens and others, on the Kepublican side, boped it would not be seconded. The House refused to second the demand tor the previous question. Mr Stevens then moved to amend the reso- iution of the committee by resolving that Mr. Smythe should be immediately impeached, and that a committee be appointed to prepare and prosecute articles ef impeachineat. Mr. Chanler (N, Y.) said he did not propose to detend Mr. Smythe, but he protested against uofair and onjust legislation involying aman's Teputation unless tor charges specitied After considerable discussion, Mr. Stevens so modified his resolution as to direct the Com. mittee on Public Expenditures to make an ins quiry and to prepare articles of impeachment if in the judgment of the Committee he was guilty of a misdemeanor.
